On the above date New Scandia Township Ordinance Update Committee
and Rural Landscape Committee meet to discuss design standards
and requirements for the Village Center area and landscaping and
building materials.
The following persons were in attendance: Marc Weigle, Dennis
Seefeldt, Bruce McConoughey, Mary Lanz, Dan Booren, John
Martineau, Charles Ellis, Nancy Madden, Robe Jensen, Tim Remus,
Curt Hadland, Ann Terwdo, and Dolores Peterson.
A discussion was held regarding the design in the Village Center
Area, housing styles and lot configuration. The committee
expressed their concern that they did not want it to look like a
urban sprawl. Mr. Weigle presented a subdivision design from
Lake Elmo and the committee favored that design over the a plan
with straight lot lines. In this particular zoning area there
should be a concern for the design of buildings and lots.
The committee reviewed the draft landscaping and screening
ordinance. When is it required, what type of trees, how many
trees per lot, size of trees and sodding or the planting of grass
seed. There was much pro and cons on this subject as some
members preferred unmowed lawns as to acres of mowed lawns and
some members preferred the planting of trees and some members
liked a more open look. It was agreed that one (1) tree per 40
lineal feet be planted and 5 trees per lot at the size of 2 1/2
inches in diameter.
Due to the length of the meeting 79b the Building Type and
Materials Ordinance was not discussed.. The following items will
be discussed at the October 26, 1998 meeting: Density and Lot
Requirements and landscape Ordinance, Building Type and Materials
Ordinance, Subdivision and Open Space Development.
