On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Board Members were also
present: Chairman, Dennis Seefedlt, Vice Chairman, Paul
Rasmussen, Robert Jensen, Kevin Nickelson, and Bruce McConoughey.
Kenneth Noyes/Variance
Planning Commission recommends to the Town Board to grant the
variance to Kenneth Noyes, 12750 Oakhill Road North, Scandia, MN
55073. That Part of the NE 1/4 of the SW 1/4 of Section 9,
Township 32, Range 20. To deny the variance request of rear yard
setback from 50 feet to 20 feet to build a pole barn on the
grounds that there is no hardship established and the building
can meet the requirements of the ordinance. Findings are the
property is large enough to meet the ordinance requirements with
a variance and will not cause an unncessary hardship.
Kevin Nickelson made a motion to accept the Planning Commission
recommendation and that no animals be allowed in the building.
Robert Jensen seconded the motion and motion adopted unanimously.
Dewey Powell/Minor Subdivision
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Dewey Powell, 10339 Scandia Trial, Scandia,
MN 55073. The NW 1/4 of the NW 1/4 of Section 19, Township 32,
Range 20 as shown on the survey by Advance Surveying and
Engineering dated November 9, 1998, on the grounds that it meets
all township ordinances. Findings are road frontage requirements
have been met and soil tests meet present codes.
Robert Jensen made a motion to accept the Planning Commission
recommendation for the Minor Subdivision for Dewey Powell. Paul
Rasmussen seconded the motion and motion adopted unanimously.
Keith Greenwaldt/CUP
The Cup request for Keith Greenweldt was tabled until he has a
landscaping plan, lighting plan, and a new site plan.
Sherwood Acres Preliminary Plat/Farver
Planning Commission recommends to the Town Board to grant the
preliminary plat for Barry and Ellen Farver, 15169 Scandia Trail,
Scandia, MN 55073 for Outlot A of Sherwood Acres. The NE 1/4 of
the NE 1/4 of Section 23, Township 32, Range 20. On the grounds
that this was presented in 1989 and meets the current zoning
ordinances. Conditions Are: 1) the applicant provides cash in -
lieu of park dedication at the time of Final Plat approval as

established by the Town Board; 2) the town building inspector
reviews and approves the primary and secondary septic drain.fields
for each lot: 3) the town engineer reviews and approves the road,
grading and drainage plans, and reviews neighbor's driveway as it
washes out two to three times a year; 4) a title opinion and
letter fo credit are provided; and 5) that two building sites are
shown on each lot. Findings are this is a reasonable use of
property.
Bruce McConoughey made a motion to approve the Planning
Commission recommendation for Sherwood Acres. Robert Jensen
seconded the motion and motion adopted unanimously.
Croix.Ctest Preliminary Plat/George Larson
Planning Commission recommends to the Town Board to grant the
Preliminary Plat for Croix Crest for George Larson, 16565 220th
Street, Scandia, MN 55073. NE 1/4 of NW 1/4 and N 1/4 of the SE
1/4 of the NW 1/4 and the NW 1/4 of the NW 1/4 of Section 18,
Township 32. To divide 42.04 acres into six parcels, and the
variance from the requirement that roads ending in a temporary
turn around not exceed 2,640 feet and the variance for road
frontage on Lot 1 from 300 feet to 60 feet, on the grounds it is
reasonable use of the property. Conditions are: (1 Lot 2, be
reconfigured to a more uniform shape; 2) road plans be approved
by the town engineer with special consideration given to the
intersection of 220th Street and the new road; 3) the drainage
plan must be reviewed and approved by the town engineer and Soil
and Water conservation District; 4) that park fees in lieu of
land dedication prior to Final Plat approval; and 5) a letter of
credit, title opinion and development agreement be provided by
the applicant. Findings are it meets current ordinances and is a
reasonable use of the property.
Robert Jensen made a motion to approve the Planning Commission
recommendations to approve the Plat of Croix Crest for George
Laron. Bruce McConoughey seconded the motion. Kevin Nickelson
stated the variances are for the benefit of the township. Motion
adopted unanimously.
