11-02-99 tbNovember 2, 1999 New Scandia Township regular Town Board meeting was called to order by Chairman, Dennis Seefeldt. The following Board Members were also present: Chairman, Dennis Seefeldt, Vice Chairman, Paul Rasmussen, Michael Hinz, Robert Jensen. Absent: Bruce McConoughey. Assessment Protests The following assessment protests were addressed: (1) Harold and Cynthia Johnson had questioned the assessment 31-032-20-11-0001 and the adjoining parcels on the corner of 189th Street North and Layton Avenue North Michael Hinz made a motion that the assessment shall not change for Harold and Cynthia Johnson and assess for 4 1/2 assessable units. Robert Jensen seconded the motion and motion adopted unanimously. (2) Allen and Janet Brown were assessed for two parcels and have no access on Peabody. Dennis Seefeldt made a motion to assess Allen and Janet Brown one assessable unit. Paul Rasmussen seconded the motion and motion adopted unanimously. (3) Shirly Nagle had questioned the two assessment and that one of the parcels is a wetland. Robert Jensen made a motion to assess Shirley Nagle one assessable unit. Michael Hinz seconded the motion and motion adopted unanimously. (4) Frank Slater one of his assessed units is a Outlot and non buildable. Dennis Seefeldt made a motion that Frank Slater be assessed for one assessable unit. Robert Jensen seconded the motion and motion adopted unanimously. (5) Mark Schlenker has 466 feet of road frontage on the two parcels and the sewer for the dwelling is on one lot. Paul Rasmussen made a motion to assess Mark Schlenker for one assessable unit. Michael Hinz seconded the motion and motion adopted unanimously. (6) Nystrom and Kotrba had stated the two lots on Big Marine Lake were unbuildable. page 2 Paul Rasmussen made a motion to assess Nystrom and Kotrba for one assessable unit. Michael Hinz seconded the motion and motion adopted unanimously. (7) Washington County Big Marine Park Reserve had informed the Town Board these lots would never be build on and no entrance would exist on 185th Street. Robert Jensen made a motion to delete the assessment for Washington County Big Marine Park Reserve as parcels will never be built on. Paul Rasmussen seconded the motion and motion adopted unanimously. Robert Jensen made a motion to adopt Resolution 11-02-99 for the adoption of the 1999 Road Project Assessment as amended. Michael Hinz seconded the motion and motion adopted unanimously. Letter of Resignation From Bruce McConoughey A letter of resignation as New Scandia Township Supervisor was presented from Bruce McConoughey. Paul Rasmussen made a motion to accept the letter of resignation from Bruce McConoughey as a Supervisor of the New Scandia Township Board. Robert Jensen seconded the motion and motion adopted unanimously. A notice shall be placed in the Country Messenger about the vacancy and if any person is interested in the position to contact the township office. Ekdahl Estates Road Paul Rasmussen made a motion to instruct the Public Works Department to plow Ekdahl Estates road when required for the snow season. Elim Lutheran Church Well Usage Paul Rasmussen gave a update report on the well connection for the Elim Lutheran Church. A letter of intent was presented from Elim Lutheran Church and the fees for the connecting and engineering shall be Elim Lutheran Church responsible. The church shall pay a usage fee quarterly and any maintenance on the well will be the township's responsibility. Paper Hanging For Center Robert Jensen made a motion to accept the revised figure of $3,255.00 from Marshall Painting for the papering of the page 3 Community Center. Michael Hinz seconded the motion and motion adopted unanimously. Uptown Sewer System The following committee was appointed to review the status of the property for the Uptown Sewer System: Dennis Seefedlt, Michael Hinz, Al Goodman and Mike Peterson. Air Conditioner Sale Robert Jensen advised the township office to advertise for the wall unit air conditioners that were removed from the Community Center during construction. Robert Loughrey House Removal Michael Hinz made a motion to grant a extension for sixty (60) days to Robert Loughrey, 21363 Olinda Trail for the removal of the existing old dwelling on his property. Robert Jensen seconded the motion and motion adopted unanimously. Paul Rasmussen made a motion to adjourn. Michael Hinz seconded the motion and motion adopted unanimously.
