11-16-99 tbNovember 16, 1999 New Scandia Town Board meeting was called to order by Chairman, Dennis Seefeldt. The following Board Members were present: Dennis Seefeldt, Chairman, Paul; Rasmussen, Vice Chairman, Michael Hinz and Robert Jensen. Robert Jensen made a motion to approve the consent agenda for November 16, 1999. CONSENT AGENDA (1) Call to order (2) Clerk's minutes have been presented for Town Board 10/19/99 and 11/3/99 (3) Approval of Treasurer's Report Balance October 1, 1999 $1,476,977.09 Receipts 55,329.76 Expenditures 275,591.20 Balance October 31, 1999 $1,256,715.65 (4) Approval of November vouchers (5) Adjournment Paul Rasmussen seconded the motion and motion adopted unanimously. Captain McGlothin/Washington County Sheriff Captain McGlothin stated the equipment for air communications has been installed at the tower on Highway 97 and the equipment should be tested next week. Dennis Seefeldt reported the problems with vandalism to the local parks, ballfields, church, cemetery, satellites, mailboxes and the Lions Park on Highway 97. Mr. Seefeldt suggested the possibility of hiring someone to patrol 15 to 20 hours per week. This person would not have to be a police officer, but would carry a pager and contact the Sheriffs Department regarding the problem. Captain McGlothin stated the township could organize a Citizen Group for Community Awareness and this item shall be placed on the February agenda. Tom Peterson/Township Engineer Paul Rasmussen made a motion to approve the final payment to Scandia Trucking in the amount of $1,862.71 for the Project/ Holcombe and Unger. Robert Jensen seconded the motion and motion adopted unanimously. page 2 Robert Jensen made a motion to approve the installation of telephone cable for GTE Telephone Company on Parrish and 220th Street. Michael Hinz seconded the motion and motion adopted unanimously. Paul Rasmussen made a motion to approve the installation telephone cable for GTE Telephone Company on Pilar and Parrish. Robert Jensen seconded the motion and motion adopted unanimously. Robert Jensen made a motion to approve the connection for water usage from the Township for Gammel Garden Museum with the same agreement as Elim Lutheran Church and revaluate the agreement in two years. Paul Rasmussen seconded the motion and motion adopted unanimously. Robert Jensen made a motion to approve the final payment to Peoples Electric in the amount of $69,996.60 for the 1999 Street Lighting Project.- Dennis Seefeldt seconded the motion and motion adopted unanimously. Dale Bahn/Pull Tab Sale Trails End The board questioned Mr. Bahn what per cent is allocated for New Scandia Township. Mr. Bahn stated that 10% of the sales would be allocated to New Scandia Township and Mr. Bahn would send a letter to the township stating that information. Paul Rasmussen made a motion to renew the license for Lakes Area Recreation Association for the sale of pull tabs at the Trails End for the following dates January 1, 2000 to December 31, 2000. Michael Hinz seconded the motion and motion adopted unanimously. Edward Erickson Mr. Erickson stated he has a land locked piece of land with no potential access. It was agreed Dennis Seefeldt, Paul Rasmussen, David Hebert and Edward Erickson meet with the three landowners adjoining the property for a easement. Vincent Turnblad Mr. Turnblad was requesting to consider the possibility of the Town Board to consider the small parcel of land that was forfeited in the Lundgren Heights Plat that the township had acquired. It was agreed this would not be a benefit to the Turnblads. page 3 Shirlev Nagle/Buckthorn Ms Nagle presented a Metro/State paper addressing the problems with Buckthorn in Minnesota. It was agreed to host a Informational Meeting in the spring to discuss how to eliminate buckthorn. Ken Carlson -Lot Line Division Mr. Carlson presented a concept of a proposed area of approximately two acres to their property from Barbara Affeldt. Mr. Hebert suggested Ms. Affeldt should be notified with the sale of these two acres it could present some problems if the property would ever be subdivided. Mr. Carlson would speak to Ms. Affeldt and would attend the December 7th Town Board meeting. Partial Payment For Septic System Robert Jensen made a motion to approve the partial payment to Peterson Excavating in the amount of $10,130.99. Paul Rasmussen seconded the motion and motion adopted unanimously. Appointment of Town Supervisor Interviews for candidates for the position of Supervisor for New Scandia Township was set for December 7th at G:30 p.m. Certificate of Compliance For Greg Amundson Paul Rasmussen made a motion to approve the Certificate of Compliance for Greg Amundson for a office for new home construction at 20575 St. Croix Trail North, Scandia, MN 55073. Michael Hinz seconded the motion and motion adopted unanimously. Bonestro Rosene Anderlik and Associates Paul Rasmussen made a motion to approve the rate increase for Bonestro Rosene Anderlik and Associates effective January 1, 2000. Robert Jensen seconded the motion and motion adopted unanimously. Yard Waste Material/Thomas Benick Dennis Seefeldt reported he had received calls stating that Mr. Benick was hauling in yard waste material on his property. The township office was directed to instruct Mr. Al Goodman to issue a seize to stop all hauling on the property. New Years Eve Party At Community Center The board reviewed the security for the at the Community Center and the township contact Mr. Bill Ruddy and inform him he Officers on duty for the party. The township office was directed to send a letter to the owner and inform the owner this truck must be removed. Street Light Removal It was agreed that the street lights on the NSP poles be removed on Olinda Trail and Oakhill Road, but leave the lights by the intersection Community Center Fees The fees for the Community Center were increased for the following: (1) Saddle Club Banquets $150.00 (2) Lions Banquets $150.00 (3) Scout Banquets $150.00 (4) Church Banquets $150.00 (5) Softball Banquets $150.00 (6) Gammel Garden Museum $150.00 (7) Hay Lake Museum $150.00 (8) Horse Fair $150.00 (9) Funeral/Family Resident $100.00 (10) Funeral/Family Non Resident $150.00 Paul Rasmussen made a motion to adjourn, Robert Jensen seconded and meeting adjourned.
