On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Board Members were also
present: Chairman, Dennis Seefeldt, Vice Chairman, Paul
Rasmussen, Kevin Nickelson, Bruce McConoughey. Absent, Robert
Jensen.
Keith Greenwaldt/Tabled Public Hearing For CUP
Planning Commission recommends to the Town Board to approve the
Conditional Use Permit for Keith Greenwaldt, P.O. Box 451, Hugo,
MN 55038, applicant and owner, Ellen and Barry Farver, 15169
Scandia Trail, Scandia. Lot 3, Block 2, Hawkinson Business Park.
The Conditional Use Permit is granted on the grounds it is a
suitable use of the property. Conditions are: 1)The storage area
is screened with landscaping materials, berms and fencing in
compliance with the Ordinance with Architecture Committee
approval;2)The stockpile materials do not exceed ten (10) feet in
height;3)Only "clean" materials shall be stored on site,such as
sand,rock, and gravel. Construction debris and other materials
not used in landscaping shall not be stored on site;4)A minimum
of three paved parking spaces are provided as shown on the
revised site plan;5)The roof and building siding be neutral or
earth tone in color as required by the Hawkinson Business Park
Architectural Standards -sample colors presented are acceptable;6)
The sign shall be at least ten feet from the property line;7)All
lighting shall be directed on the site and the source shall not
be visible from the public right -of way;8)Subject to the Town
Engineer's review and approval of grading and 'utility
plans;9)Subject to approval of the individual septic treatment
system by the Building Inspector;10)A portable toilet be
available for use by employees inside the building until a
bathroom is installed;and 11)Overhead door is not to be used as a
loading dock. The permit is issued for one year. Findings are
it is a permitted use.
Paul Rasmussen made a motion to approve the Planning Commission
recommendation for Keith Greenwaldt/Keiths Landscaping and
Excavation. Kevin Nickelson seconded the motion and motion
adopted unanimously.
Thomas Kaiser/Minor Subdivision
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Thomas Kaiser, 14122 Old Marine Trail,
Marine, MN 55047. Part of Govt Lot 3, Section 26 To create 3
parcels as shown on the survey dated 1/13/99 on the grounds that
it meets all township ordinances. Conditions are: 1) The
residual 10.5 acre parcel is simultaneously combined with the
Kaiser property to the west; 2)Parcel B is simultaneously
combined with Parcel A or with an adjoining property to the south
of Old Marine Trail; 3)Washington County reviews and approves the
soil test and suitability for an individual septic treatment
system for Parcel A. Findings are there are no objections from
neighbors.
Kevin Nickelson made a motion to approve the Planning Commission
recommendation for Thomas Kaiser. Paul Rasmussen seconded the
motion seconded and adopted unanimously.
David Johnson/Conditional Use Permit
Planning Commission recommends to the Town Board to grant the
Conditional Use Permit to David Johnson 24615 Primrose,
Lindstrom, MN 55045. Lot 2, Block 1, Hawkinson Business Park.
To operate a Insurance Office at 21150 Ozark Avenue in Hawkinson
Business Park, Plaza II, on the grounds it a acceptable use.
Conditions are the CUP is issued for one year initially.
Findings are it is a permitted use.
Kevin Nickelson made a motion to accept the Planning Commission
recommendation for the Conditional Use Permit for David Johnson,
in the Hawkinson Business Park. Bruce McConoughey seconded the
motion and motion adopted unanimously.
Kimball Almendinger/Minor Subdivision
Planning Commission recommends to the Town Board to grant the
Minor Subdivision to Kimbal Almendinger (for Audrey Almendinger),
19041 Osage Street NW, Andover, MN 55304, and Leon Erickson, 1289
St Croix Falls, WI 54024. Property location, 14940 Old Marine
Trail, Marine, MN 55047. Part of SW 1/4 of the SE 1/4 of Section
26. Creating two parcels as shown on the survey dated 1/12/99 on
the grounds that it meets all township ordinances. Conditions
are: 1)Washington County reviews and approves the soil test
suitability for an individual septic treatment system for Parcel
A;(thirty-three feet from the center line of Old Marine Trail and
66 feet right-of-way on Oxboro Avenue North be dedicated to the
township for road purposes; and 3)Wetland easements are dedicated
to the township. Findings are the subdivision meets density
standards.
Bruce McConoughey made a motion to accept the Planning
Commissions recommendation for the Minor Subdivision for
Kimball Almendinger. Paul Rasmussen seconded the motion and
motion adopted unanimously.
Dan Anderson/Conditional Use Permit
Planning Commission recommends to the Town Board to grant the
Conditional Use Permit to Dan Anderson, applicant, 23621 Melanie
Trail, Scandia, MN 55073 and owner Therodore Harms, 2908 Marine
Circle, Stillwater, MN 55082. Property located on the NE corner

of Olinda Trail and Highway 97. County Auditors Plat No.6. Lot
49. To operate a Real Estate Office on the second floor of the
existing building, and a gift shop on the main floor, and table
for six months the request for the coffee shop, on the grounds
it is an allowed use. Conditions are: i(Eight parking spaces be
provided;2)All applicable building code required for retail
business followed;3)The septic system needs to be approved as
adequate for the intended use under this CUP;4)Total signage
shall not exceed 100 square feet and shall be front illuminated;
and 5)CUP is for one year. Findings are it is a permitted and
consistent with adjacent businesses.
Paul Rasmussen made a motion to accept the Planning Commission
recommendation for the Conditional Use Permit for Dan Anderson
to operate a Real Estate Office and Gift Shop on the corner of
Olinda Trail and Highway 97. Kevin Nickelson seconded the motion
and motion adopted unanimously.
