3-09-99 tb annualMarch 9, 1999 On the above date New Scandia Township held the Annual Meeting. Chairman, Dennis Seefeldt, Vice Chairman, Paul Rasmussen, Kevin Nickelson, Robert Jensen, Supervisors were also present. Bruce McConoughey, Supervisor was absent. The clerk called the meeting to order and asked for nomination of a Moderator for the meeting. Bruce Swenson was elected. The clerk read the Notice of the Annual Meeting and Election regarding the following. (1) One Supervisor for a term of 3 years for Seat Five The minutes of the 1998 Annual Meeting was read. The clerk reported the expenditures for the fiscal year were $1,260,448-.74 and the Treasurer reported the revenue for the fiscal year was $1,544,749.74. Elmer Benson made a motion to accept the minutes from the Annual Meeting of March 9, 1998 and the Clerk and Treasurer Report for the year of 1998. Motion seconded and adopted. Planning Commission Report/Mary Lanz Ae Mary Lanz, Chairman of the Planning Commission reported n behalf of the Planning Commission. Ms Lanz reported the township (15) variances, (10) conditional use permits, (1) major subdivision; Bluffs of East Bay, (3) minor subdivisions, (1) minor subdivision denied, (4) mining permits. Twenty Eight (28) new homes were constructed with a valuation of $3,745,200.00. New Scandia Fire and Rescue (James Finnegan) Steve Spence Fire Chief reported on behalf of the Fire and Rescue Department. The department responded to one hundred forty two (142) calls, (90) calls were medical or rescue assistance and fifty two (52) were fire related. One member, Marlin McCurdy, retired last year and he had served the community twenty two (22) years and held the position of Fire Chief for eight (8) years. The department was also saddened by the loss of their 2nd Chief, Steve Simmons. The department added one member to the roster and this brings the current level of twenty five ( 2 5 ) members. The contract between Airtouch and Washington County has been signed by both parties and this should improve the communications and paging problems with the Washington County Sheriff's Department. page 2 Park and Recreation/Mike White Mr White reported that Winds In The Pines has been designated as a Park and that the Comprehensive Plan for the Park and Recreation is completed and will be reviewed by the Planning Commission and Town Board and presented for a public hearing. Youth Service Bureau/Brian Ahlm Mr Ahlm thanked the town board, citizens of New Scandia Township for the continued support of the Forest Lake Youth Service Bureau. In 1998 the Bureau provided service to 5,665 youth, parents and community members. Of the clients and individuals served in 1998, 25o were from New Scandia Township. Gopher Bounty Wallace Magnuson made a motion to continue the Gopher Bounty of $1.50 for the two front feet. Motion seconded and adopted. Resolution For Kevin Nickelson Dennis Seefeldt made a motion to pass a resolution that was read and presented by Dennis Seefeldt commending Mr Nickelson for the years of service as Supervisor for New Scandia Township. Motion seconded and adopted. Incorporation Of A City Mike White made a motion that the township investigate the possibility of the incorporation of a city. Motion seconded and adopted. Rob Jensen/Cluster Development Mr Jensen suggested the Town Board consider forming a Task Force to discuss, review the Cluster Developments and what the open space would be used for. Mr Jensen was informed the township has guidelines in the ordinance for the open space and this would be addressed when the development is presented. Election Results The clerk read the following election results for the office of supervisor: Michael Hinz 192 votes, John Martineau 187 votes and 4 write ins.
