New Scandia Town Board meeting was called to order by Chairman,
Dennis Seefeldt. The following Board Members were present:
Dennis Seefeldt, Chairman, Paul Rasmussen, Vice Chairman, Michael
Hin, Robert Jensen and Bruce McConoughey.
Township Engineer/Tom Peterson
Tom Peterson presented the following bids for the 1999 Road
Project:
(1) Ace Blacktop
(2) Hardrves Inc
(3) Midwest Asphalt
(4) North Valley
(5) Northwest Asphalt
(6) Tower Asphalt
(7) W B Miller

Mr. Peterson informed the board he had reviewed the bids and W.
B. Miller is lowest responsible bidder.
Paul Rasmussen made a motion to award the bid to W. B. Miller in
the amount of $748,669.00 for the 1999 Road Project as W. B.
Miller was the lowest responsible bidder and to accept Resolution
No. 04-06-99 accepting the bid for the project. Robert Jensen
seconded the motion and motion adopted unanimously.
Manhole On Olinda Trail For Uptown Sewer System
A discussion was held regarding a manhole that was not installed
with the Uptown Sewer System, because of proposed Olinda Trail
reconstruction. Tom Peterson presented a copy of the proposed
manhole installation and this must be constructed with the
reconstruction of Olinda Trail.
Paul Rasmussen made a motion to approve the drawings presented by
Tom Peterson, Engineer for the Manhole for the Uptown Sewer
System and the cost of approximately $8,000.00 be funded by the
Uptown Sewer Fund as Wayne Schmidt, Schmidt Mall and Scott
Kaiser, Country Messenger have already paid the initial cost of
the connection. Michael Hind seconded the motion and motion
adopted unanimously.
Fire Chief/Steve Spence
Mr. Spence informed the Town Board that on Tuesday, April 13th at
approximately 6:00 p.m. a fire truck will be available at the
Fire Station to view.

Dennis Seefeldt/Well For Fire Department
Mr. Seefeldt informed the board a meeting was held at 5:00 p.m.
on April 6, 1999 to discuss the possibility of purchasing the
Scandia Water Company and pipe the water to the Fire Department
site. A letter had been submitted at the meeting from Dick
Foster, Bonestro, Rosene, Anderlik and Associates who had
reviewed the possibility of the use of the well. The findings
where that the well pumps 150 gallons a minute and this is not
sufficient for the Fire Department. The board directed Mr.
Foster to pursue the possibility of possible use of the well and
only one well would have to be drilled at the site. This plan
would provide both the Scandia Water Company and New Scandia Fire
Department a back up if there would be a problem with either
well.
Park and Recreation/Mike White
Mr White explained that the bleachers at the Scandia Lighted Ball
Field are not in compliance with the State Code and recommended
that the bleachers be removed and replaced.
Paul Rasmussen made a motion to purchase two 3 tarried bleachers
form Nickelson Plastics. Bruce McConoughey seconded the motion
and motion adopted.
Mr. White presented a check in the amount of $1,000.00 for the
Sound System for the Skating Facility from Steve Frech, Scandia
Veterinary.
SRC Recyclincr Contract
Paul Rasmussen made a motion to sign the Recycling Contract with
SRC Recycling. Bruce McConoughey seconded the motion and motion
adopted unanimously.
Carnelian -Marine Watershed District
The clerk was directed to send a letter to Washington County
Office of Administration recommending the reappointment of the
incumbents for the position on the Carnelian -Marine Watershed
Board.
Bond Counsel/Bond For 1999 Road Protect
The clerk was directed to begin the procedure with the Bond
Counsel and Security State Bank of Marine for the bond in the
amount of $750,000.00 for the 1999 Road Project.

Development Agreement/Croix Crest Plat
Paul Rasmussen made a motion to accept and sign the Development
Agreement for Croix Crest Plat. Dennis Seefeldt seconded the
motion and motion adopted unanimously.
Paul Rasmussen made a motion to adjourn, Bruce McConoughey
seconded the motion.
