On the above date New Scandia Planning Commission held their
regular monthly meeting. The following Board Members were also
present: Dennis Seefeldt, Chairman, Paul Rasmussen, Vice
Chairman, Michael Hinz, Robert Jensen and Bruce McConoughey.
Park Comprehensive Plan Public Hearing
Planning Commission recommends to the Town Board to accept the
Park, Trail and Open Space for New Scandia Township with
corrections.
Robert Jensen made a motion to accept the Park, Trail and open
Space for New Scandia Township with corrections that will be
directed to the Township Planner. Bruce McConoughey seconded the
motion and motion adopted unanimously.
Warkel/McCabe Variance
Planning Commission recommends to the Town Board to grant the
variance to Lawerence Warkel and Karen McCabe, 23249 Lofton Court
North, Scandia, MN 55073. Lot 14, Sandgren Addition. Lot size
1.5 acres to 19,-257 square feet. On grounds that it is a
reasonable use of the property. Conditions are: 1)a grading
erosion control plan is submitted and approved;2)lot coverage not
to exceed 25%;3)and the 100-foot lake setback be maintained.
Paul Rasmussen made a motion to accept the Planning Commission
recommendation with the following comment, lot size is a hardship
for this particular variance. Michael Hinz seconded the motion
and motion adopted unanimously.
Eugene Wright Estate/Minor Subdivision
Planning Commission recommends to the Town Board to grant the
Minor Subdivison for Eugene Wright Estate creating two parcels as
shown on the survey by Kurth Surveying, Inc., dated May 7, 1999,
with the following conditions: 1)accessory buildings ar removed
to meet the maximum requirement of 2,500 square feet;2)right-of-
access to Manning Trail North is dedicated via the deed of
Tract"A";and 3)any necessary drainage and utility easements are
dedicated to the Township. Findings are it meets current
township standards for subdivisions.
Robert Jensen made a motion to accept the Planning Commission
recommendations for the Minor Subdivision for the Eugene Wright
Estate. Paul Rasmussen seconded the motion and motion adopted

Goose Lake Farm Estates/Preliminary Plat and CUP
Planning Commission recommends to the Town Board to approve the
Preliminary Plat and Conditional Use Permit for Goose Lake Farm
Estates as proposed by Bruce Swenson, 22161 Oldfield Avenue
North, Scandia, MN 55073. Part of the NW 1/4 of the NW 1/4
Section 11, Township 32, Range 20 and SW 1/4 of the NW 1/4,
Section 11. The Preliminary Plat dated June 11, 1999 prepared by
Landmark Surveying with the following conditions: 1)the proposed
park is reviewed and approved by the Park and Recreation
Committee;2)Outlots B and C are restricted from any further
development by a permanent conservation easement held by the
Township;3)a revised landsape plan is prepared to show a minimum
of 5 trees per residential lot and trees between Lot 1 and Outlot
A be shown;and 4)pedestrain access over Outlot C is gained
through a written easement document in favor of the Township.
Findings are the plat meets all township ordinances.
Robert Jensen made a motion to accept the Planning Commission
recommendation for the Preliminary Plat and CUP for Goose Lake
Farm Estates. Michael Hinz seconded the motion and motion
adopted unanimously.
