6-06-99 tb,pcJuly 6, 1999 On the above date New Scandia Planning Commission held their regular monthly meeting. The following Board Members were present: Chairman, Dennis Seefeldt, Vice Chairman, Paul Rasmussen, Michael Hinz, Robert Jensen and Bruce McConoughey. Richard LeRoux/Conditional Use Permit Planning Commission recommends to the Town Board to grant the Conditional Use Permit to Richard M. LeRoux, All Season Lawn and Sports, 19707 Manning Trail, Sc-andia, MN 55073. Lots 6,7,8, Block 8, Scandia Addition. For one year with the following conditions: 1)the applicant agrees to provide a landscape plan as required in Section 9.11 of the zoning codes and financial guarantee of 125915 of the cost to the Township prior to the issuance of a building permit to guarantee the completion of the proposed landscaping;2)any signs obtain an amendment to this permit or are approved by a separate Conditional Use Permit;3) any outdoor storage is shown on a site plan and approved by the Township;and 5)Washington County reviews and approves the septic system capacity and design. Robert Jensen made a motion to approve the Planning Commission recommendation for the Conditional Use Permit for Richard M. LeRoux. Bruce McConoghey seconded the motion and motion adopted unanimously. Greg Zauner/Variance Planning Commission recommends to the Town Board to grant the variances to Greg Zauner, 15171 Pilar Road, Scandia, MN 55073. That part of the NE 1/4 of NE 1/4 of Section 11, Township 32, Range 20. To expand the garage closer to the road than the house and the sideyard setback variance of 19 feet to 20 feet on the grounds that no other alternatives are feasible for garage expansion on the site. Paul Rasmussen made a motion to approve the Planning Commission recommendation to grant the variances to Greg Zauner for the addition of the garage and sideyard. Bruce and Janet Swenson/Goose Lake Farm Estates/Final Plat Planning Commission recommends to the Town Board to approve the final plat of Goose Lake Farm Estates with the following conditions: 1)the grading and drainage plan be approved by the Minnesota Soil and Water Conservation District;2)the road plan be approve by the township engineer;3)the landscape plan be approved by the Town Planner;4)preparation and approval of the Development Agreement;5)approval of Declaration of Protective Covenants, Easements and Restrictions;6)a letter of credit;and 7)a title page 2 opinion are submitted before the final signing of the mylar plat. Findings are it meets all township ordinances. Robert Jensen made a motion to accept the Planning Commission recommendations for the final plat for Goose Lake Farm Estates. Michael Hinz seconded the motion and motion adopted unanimously. Greg and June Amundson/Minor Subdivision and Variance Planning Commission recommends to the Town Board to grant the approval of the Minor Subdivision for Parcels A and B as shown on the Certificate fo Survey prepared by Carley-Torgersen, Inc. on the grounds that it is a reversal of a subdivision under the former ordinance that is consistent with the current township ordinance an will result in no additional density and that they approve the variance for a garage to be constructed closer to the road than the house on Parcel A on the grounds that there are no practical alternatives on the site for the garage. Conditions are:l)the garage match the home exterior;2)be no closer than 175 feet from the centerline of Highway 95, and 3)not exceed the allowable square footage of 2,500 square feet. For Greg and June Amundson, 20575 St. Croix Trail, Scandia, MN 55073. The SW 1/4 of the NW 1/4 of Section 19, Township 32, Range 20. Paul Rasmussen made a motion to approve the Planning Commission recommendations for the Minor Subdivision for Greg and June Amundson. Michael Hinz seconded the motion and motion adopted unanimously. Jeff House/Bluffs of East Bay/Fill Strips Letters were reviewed from Carnelian -Marine Watershed District, Minnesota Department of Natural Resources and Jeff House regarding permit violations for filling of wetlands on Big Marine Lake by Developer, Jeff House. Mr. House stated he was working with Molly Shodeen of the Minnesota Department of Natural Resources and a letter was received from Ms. Shodeen informing the township that she is working with Mr. House to restore the area affected on his property. Paul Rasmussen made a motion that Mr. House submit a $5,000.00 certified check to the township office and the check shall be held for one year and until the Minnesota Department of Natural Resources signs off on the restoration and a letter stating Mr. House will do the preliminary work before the closing of the sale of the property. Robert Jensen seconded the motion and motion adopted unanimously. page 3 Antonio Charles/Two Foot Overhang On Pole Building Dennis Seefeldt stated Mr. Charles had called him regarding the required two foot overhang on the pole shed he was building. He staged he had a one foot overhang on the house and this building would be close to the house and questioned why he could no have a one foot overhang. It was agreed this was in the new ordinance and specifies a two foot overhang is required. Bruce Thielen Mr. Thielen stated he was working for the Minnesota Department of Natural Resources as the Access Acquisition Specialist/Trails and Waterways and he is looking for lake access in the east area of the lake.
