2-29-00 tbFebruary 29, 2000 New Scandia Town Board meeting was called to order by Chairman, Dennis Seefedlt. The following Board Members were also present: Paul Rasmussen, Vice Chairman, Michael Hinz, Robert Jensen and Kevin Nickelson. David Stene/Fide Bailly Accounts Mr. David Stene, Auditor reviewed the Financial Report for New Scandia Township for the year ending December "31, 1999. He stated the township is in excellent financial condition. Mr. Stene encouraged the township to continue the Capital Improvement Program for the township. Mr. Stene informed the board that the township may transfer funds between funds with a motion made by the township board. The bond fund cannot be transferred from and when a Bituminous Project Bond is completed any surplus is transferred into the following project by the auditors. Robert Jensen made a motion to accept the auditors report for the year ending, December 31, 1999. Paul Rasmussen seconded the motion and motion adopted unanimously. Rod Negus/Bone Lake Slalom Course and Water Ski Jump Paul Rasmussen made a motion to renew the Bone Lake Slalom Course and Water Ski Jump. Michael Hinz seconded the motion and motion adopted unanimously. Community Center/Smoke Free Building Robert Jensen made a motion that New Scandia Community Center be a smoke free building. Kevin Nickelson seconded the motion and motion adopted unanimously. Kevin Nickelson/Soccer Field and T Field at Scandia School Mr. Nickelson informed the Town Board that a School Board Member had contacted Mr. Nickelson and stated the Forest Lake School District is constructing a Soccer Field and T Field at Scandia School and he questioned if the township would consider a contribution to the project. Sherwood Acres Development Agreement Paul Rasmussen made a motion to approve the Development Agreement for Sherwood Acres Plat. Michael Hinz seconded the motion and motion adopted unanimously. page 2 U.S. Bank/Agreement Relatina to Pavina Aaenc Robert Jensen made a motion to sign the Agreement Relating to Paying Agency, Registrar and Transfer Agency with US Bank Trust Center for the Bond for the New Scandia Fire/Rescue and Public Works Department. Michael Hinz seconded the motion and motion adopted unanimously. Temporary Construction Easement/Fire Rescue/Public Works Bldg Paul Rasmussen made a motion to sign the Temporary Construction Easement for the Fire Rescue/Public Works Building on the SW corner of NE 1/4 of the SE 1/4 of Section 14, Township 32, owned by Glendon and Ann Sodergren. Kevin Nickelson seconded the motion and motion adopted unanimously. Public Works Department/vacation and Salary Review Dennis Seefeldt informed the board that Brian Jemelka and John Morrison were both on vacation at the same time the week of February 28th. The board discussed overtime, vacation, employment policy and salaries for the year of 2000. The following were appointed to review the employment policy and speak to Mr. Jemelka and Mr. Morrison: Dennis Seefeldt and Michael Hinz. Mr. David Hebert presented a chart showing pay equity with job, points, range and the rates for 1998, 1999 and 2000. Mr. Hebert explained the hourly salary for Mr. Jemelka and Mr. Morrison is a 3o cost of living and the insurance is included in the pay rate. Paul Rasmussen made a motion to approve the hourly wage of $19.28 for Mr. Jemelka and $18.06 for Mr. Morrison for the year of 2000. The employees will provide their own hospitalization out of the hourly wage and the pay equity chart shall be included in the minutes. Michael Hinz seconded the motion and motion adopted unanimously. Washington County Governance Structure Mr. Seefeldt reviewed the Washington County Water Governance Structure and explained the possibility of combining Brown Creek, Carnelian Marine, Lower St. Croix, Marine -On -St -Croix, and Middle St. Crox Watersheds. A meeting will be held at Washington County Court House on March 8th. L.S. Black Construction/Road Restrictions Robert Jensen made a motion to allow L.S. Black Construction to use Lakamaga Trail and 195th Street for equipment being used for the construction of the Girl Scout Camp. L. S. Black Construction must post a bond in the amount of $5,000.00 which page 3 would be used by the township if L. S. Black Construction would cause any damage to the township roads. Michael Hinz seconded the motion and motion adopted unanimously. Fire Protection Contracts With May and Franconia Township Dennis Seefeldt reported the following fees for Fire Protection for May and Franconia Township: May Township $17,585.00 and Franconia Township, $4,045.00. Mr. Seefeldt, Fire Chief Steve Spence would attend a board meeting with both townships to present the information. Paul Rasmussen made a motion to adjourn and Kevin Nickelson seconded the motion and meeting adjourned.
