The, regular meeting of New Scandia Town Board was called to order
by Chairman, Dennis Seefeldt. The following Board Members were
present: Dennis Seefeldt, Chairman, Paul Rasmussen, Vice
Chairman, Michael Hinz, Kevin Nickelson and John Martineau.
Erickson Cartway
Mike Kummer one of the affected property owners requested that
the Town Board post pone a decision on the proposed cartway for
approximately a month. He stated that would give the affected
property owners to review other options.
The Town Board agreed to table any action on this subject and
this item be placed on the May 2, Planning Commission meeting.
3.2 Malt Liquor License
Paul Rasmussen made a motion to sign the 3.2 Malt Liquor License
for Scandia Softball Tournament on May 19, 20, 21, 2000.
Michael Hind seconded the motion and motion adopted unanimously.
Rental Of Tractor For Township Roads
Kevin Nickelson made a motion to approve the rental of a tractor
from E and P Excavating for the use of rolling in the shoulders
on township roads at the cost of $50.00 per hour, but the Public
Works Department shall check other alternatives, cost, etc.,
before contacting E and P Excavating. Michael Hinz seconded the
motion and motion adopted unanimously.
Planning Commission Appointment
Paul Rasmussen made to appoint James Malmquist to the Planning
Commission to replace the unexpired term of John Martineau. John
Martineau seconded the motion and motion adopted unanimously.
Landscaping Community Center And Skating Facility Signs
Paul Rasmussen made a motion to authorize the township office to
arrange to have the signs for the New Scandia Community/Senior
Center and Leonard Wojtowicz Skating Facility signs landscaped
and not to exceed $500.00. Kevin Nickelson seconded the motion
and motion adopted unanimously. Kevin Nickelson seconded the

Public Safety Grant
A discussion was held regarding the Public Safety Grant which
could be available to New Scandia Township for police protection.
Mr. Rasmussen and Mr. Martineau stated they had received
favorable comments regarding applying for the grant and the need

police protection. Mr. Nickelson stated he felt the township is
forced into applying for the grant as Washington County is taking
away services to all the communities.
Paul Rasmussen made a motion to authorize Sheriff James Frank to
make application for the Community Public Safety Grant/Cops
Grant, for New Scandia Township. John Martineau seconded the
motion and motion adopted unanimously.
Lee DeBeau Pole Building
Lee DuBeau was issued a building permit by Al Goodman, Building
Inspector on 12/31/99 and Mr. DeBeau's property was not over 5
acres, so therefore under the new zoning he was not permitted
to construct a pole building. The building has already been
built and Mr. DeBeau had received a variance for the construction
in June of 1997 and he stated the plans were for a pole building
and the variance was approved. The zoning had changed since
1997, but being the building had been constructed there was no
way to correct the error. Mr. DeBeau was instructed to landscape
the site as soon as possible and he informed the board that he
has plans to paint the home the same color as the pole building
and also to landscape the new building.
Board Of Audit
Paul Rasmussen made a motion that New Scandia Township
acknowledges that the Board of Supervisors have accepted the
Auditors Report for the year of 1999 and have also reviewed the
expenditures and revenues for the year of 1999 and we the Board
of Supervisors have accepted both reports and approve the
submittal to the State Auditor. Michael Hinz seconded the motion
and motion adopted unanimously.
Bicycles On Ramps On Skating Facility
A discussion regarding children using the ramps on the Skating
Facility for jumping with bicycles. A letter was received from
Security State Agency stating that signs should be posted at the
Park asking that users wear appropriate safety equipment and no
bicycles are allowed on the concrete. Steve Hanson, Underwriter
stated the township should decide if they want the additional
liability exposure with the bicycles using the ramps.
Kevin Nickelson made a motion to install signs at the Leonard
Wojtowicz Skating Facility no bicycles on concrete and safety
equipment required on the premises. John Martineau seconded the
motion and motion adopted unanimously.

Lawn Mowing Of Lighted Ball Field
John Martineau made a motion that the Public Works Department
mow the Lighted Ball Field on Olinda Trail, so therefore a fund
can be established by the Lions for replacement of lights.
Michael Hinz seconded the motion and motion adopted unanimously.
Paul Rasmussen made a motion to adjourn. Meeting adjourned.
