6-06-00 tb,pcJune 6, 2000 On the above New Scandia Planning Commission held their regular monthly meeting. The following New Scandia Board Members were also present: Chairman, Dennis Seefeldt, Vice Chairman, Paul Rasmussen, Michael Hinz, John Martineau and Kevin Nickelson. Larson Meadows Preliminary Plat Planning Commission recommends to the Town Board to grant the Preliminary Plat of Larson Meadows to Fred Dewall and Dan Birdsall, 920 West Broadway, Forest Lake, MN 55025. Part of the E 1/2 of SE 1/4 Section 23, Township 32, Range 20 and part of the NW 1/4 of the SW 1/4 of Section 24, Township 32, Range 20. The plat shall be approved on the grounds that it is a reasonable use of the property. Conditions are: 1)drainage easements be dedicated to the township;2)a landscape plan be submitted; 3)septic areas be approved by the County;4)drainage, grading and erosion control plans be submitted;5)a development agreement to include 50 foot unmowed buffers, single story homes on the bluff tops and all requirements in the code are met;6)a trail easement be dedicated for the Gateway Trail on the east side;7)a driveway permit be obtained from the County;and8)road right-of-way be dedicated to the township for Oxboro Avenue. Findings are the plat is in conformance with the development code. Paul Rasmussen made a motion to accept the Planning Commission recommendation for the plat of Larson Meadows. John Martineau seconded the motion. Kevin Nickelson amended the motion to delete the 50 foot unmoved buffers around the wetlands and that the developers give Best Management Protection to the home owners in the plat. Paul Rasmussen seconded the amendment. Motion adopted unanimously. Marine WMO/Dean Lindgren Dean Lindgren of the Marine WMO and Ms. Julie Westerlund of the DNR presented a Mill Stream Natural Resource Inventory Interim Report to the township. A complete inventory that includes, Scandia, Marine and Stillwater Township will be available at a later date. Richard Burton The Clerk was instructed to write a letter to Dennis O'Donnell, Washington County Board of Adjustment and Appeals requesting that the larger shed on the Richard Burton property be removed.
