1-02-01 tbJanuary 2, 2001 The regular New Scandia Town Board Meeting was called to order by Chairman, Dennis Seefeldt, Vice Chairman, Paul Rasmussen, Michael Hinz, John Martineau and Kevin Nickelson. John Olsen/Parkin2 of Recycling Vehicles John Olsen who resides next to the Old New Scandia Fire Department Building, questioned if the Collection Site for Recycling could be relocated. He stated there is a problem with dust, thrash and excess of vehicles parked in the area. Mr. Olsen suggested the following sites for recycling: (1) Maintenance Garage by the Community Center; (2) The Riding Ring located on Olinda Trail by Goose Lake; (3) New Scandia Fire/Rescue and Public Works Building. The board informed Mr. Olsen a member of the Town Board, Planning Commission and a local citizen would review this item. Employee Policy David Hebert reviewed the letter dated December 22, 2000 regarding compensatory time in lieu of additional wages for overtime work. The employer cannot require the employee to take compensatory time without the employee's agreement. Paul Rasmussen made a motion to approve the Employee Policy with changes in the following: (1) Definition of probationary period;(2) Public Works, paragraph two; (3) Clarify vacation; (4) Clarify Paid holiday. Kevin Nickelson seconded the motion and motion adopted unanimously. Rate Schedule For David Hebert, Township Attorney David Hebert, Township Attorney presented the following rate schedule for legal services: (1) Hourly rate $95.00; (2) Meeting rate $110.00; (3) Developer and other bill backs $125.00 per hour. Michael Hinz made a motion to approve the new rate schedule for Township Attorney, David Hebert. John Martineau seconded the motion and motion adopted unanimously. Vouchers For Year Ending December 31, 2000 Paul Rasmussen made a motion to approve payment of the vouchers for the year ending December 31, 2000. Kevin Nickelson seconded the motion and motion adopted unanimously. Back -Up Snowplowing Operator Pay Scale No decision was made regarding the pay scale for the back-up snowplowing operator. The Clerk was directed to contact the Insurance Company and Workers Compensation regarding coverage. Letter ReLyarding Membership On Planning Commission A letter was read from Nancy Madden, Planning Commission Member regarding the membership on the Planning Commission. She informed the Town Board that this would be the fourth time the township has appointed a new member to the Board in the past two years. Because of the turn over the Board does not have the depth of knowledge and experience needed for the Board to function in the best interest of the Township. Page 2 The Clerk would contact Charles Ellis, Chairman of the Planning Commission and ask him if he would be interested in serving approximately two (2) years, because of the recent turn over on the Board. Slaughtering Ordinance Dennis Seefeldt presented a copy of the Slaughtering Ordinance for May Township and the Board directed the Township Attorney, David Hebert to review the ordinance for New Scandia Township.
