On the above date New Scandia Township Planning Commission held their regular monthly
meeting. The following Town Board Members were present: Vice Chairman, Paul Rasmussen,
Michael Hinz and John Martineau. Town Board Members absent were: Chairman, Dennis
Seefeldt and Nancy Madden.

Planning Commission recommends to the Town Board to grant a temporary 60-day Conditional
Use Pen -nit to Mr. James Range/Scandia Creamery, 5200 Greenfield Avenue, Moundsview, MN.
Scandia Creamery, 21270 Olinda Trail, Scandia, MN 55073. Lot 3, County Auditors Plat No. 6.
For an Avonite Countertops business in the old Scandia Creamery building to be reviewed by the
Planning Commission prior to its expiration.
John Martineau made a motion to approve the Planning Commission recommendation for
the temporary 60-day Conditional Use Permit for Mr. James Range/Scandia Creamery.
Michael Hinz seconded the motion. Michael Hinz made the following stipulations: (1 No
outdoor storage; (2 Areas that are not paved are planted and/or maintained as green space;
(3 After no complaints after 60 days, the CUP shall be renewed for one year. John
Martineau seconded the motion and motion adopted unanimously.
Planning Commission recommends to the Town Board to grant a one-year Conditional Use
Permit to Mr. Range/Scandia Creamery for warehousing/storage on the grounds it is a reasonable
use of the property. Conditions are the designated area is used for cold storage only and no
hazardous waste with applicant coming back for a CUP if usage was to change. Findings are
there would be minimal negative impact on the area.
Michael Hinz made a motion to approve the Planning Commission recommendation to
approve the CUP for Mr. Range/Scandia Creamery for warehousing and storage. John
Martineau seconded the motion. John Martineau made the following amendment: (I No
storage of hazardous material. Mike Hinz seconded the amendment with the following:
(I Limited to access to the warehouses with the hours of 6:00 a.m. to 10:00 p.m. Martineau
seconded. Motion adopted with amendments unanimously.
Planning Commission recommends to the Town Board to grant a one-year Conditional Use
Pen -nit for two banquet halls on the grounds that it is a reasonable use of the property. Conditions
for the perinit are: (I The Fire Marshall determine the capacity of the banquet halls, and fire
codes are met for the building and the exists; 2) The septic system is inspected and approved by
the County based on determined capacity; 3) No alcohol beverages can be served unless a host
liquor license is obtained; 4) No dishwashing; 5) Kitchen required to be inspected by the County
Health Department; 6) No entertaimnent; 7) Parking spaces on the site are delineated/striped; 8)
After capacity is determined, a parking plan, using one (1) space for each 2.5 people, be
submitted and approved by the Town Board; 9)AII parking to be blacktopped, including parking
to the north; and 10) Any signage complies with the town's ordinances.
John Martineau made a motion to approve the Planning Commission recommendation for
the Conditional Use Permit for Banquet Halls at the Scandia Creamery. Michael Hinz
seconded the motion and motion adopted unanimously.
