New Scandia Town Board Meeting was called to order by Chairman, Dennis Seefeldt. The
following Board Members were present: Vice Chairman, Paul Rasmussen, Michael Hinz and
John Martineau. Nancy Madden was absent.

Michael Hinz made a motion to approve the following consent agenda:
(1) Clerk's minutes have been presented for 11/14\01 and 11/20/01 Town Board
(2) Approval of Treasurer's report
Balance November 1, 2001 $1,080,254.34
Receipts 137,114.83
Expenditures 278,414.72
Balance $ 928,954.45
(3) Approval of payment for December vouchers
(4) Adjournment
John Martineau seconded the motion and motion adopted unanimously.
Fire Chief/Steve Spence
Steve Spence questioned the letter the Fire Department had received from Walter Mondale,
Cedarcliff Homeowner Association regarding the overhanging of tree limbs on the road to Cedar
Cliff. Mr. Mondale questioned was the Cedarcliff Homeowners Association or New Scandia
Township responsible for removal of the limbs. Mr. Spence was inforined this is a private road
and New Scandia Township does not maintain the road to Cedarcliff.
3.2 Beer License for Firemen's Ball
Paul Rasmussen made a motion to approve the 3.2 Beer License for the Firemen's Ball on
February 23, 2001. John Martineau seconded the motion and motion adopted unanimously.
Township Engineer/Tom Peterson
Chris Layton, 23679 Pomroy Avenue presented the following petition: We, the property owners
on 240th Street North, Pickett Avenue North and Pomroy Avenue North would like to be included
in the 2002 Road Project on 240th Street. The petition had twelve (12) property owner signatures
and there would be approximately fifteen (15) to eighteen (18) parcels on a non -collector road.
Dennis Seefeldt, Michael Hinz and the Developer of St. Croix Heights would meet with
Franconia Township on Januaiy 2, 2002 at 7:30 p.m. to discuss the issue between the two
townships.
Resolution Ordering Improvement and Preparation of Plans
Paul Rasmussen made a motion to approve Resolution No. 12-18-01-1, Ordering
Improvement and Preparation of Plans for 2002 Road Project. Michael Hinz seconded the
motion and motion adopted unanimously.

Park and Recreation/Michael White
Paul Rasmussen made a motion to make the following amendment to the Development
Code for the Subdivsion Ordinance: To increase the park fees from $800.00 to $1000.00.
Michael Hinz seconded the motion and motion adopted unanimously.
Tax Increment Financine Funding Agreement
Barbara Dacy, Executive Director of Washington County Housing and Redevelopment and Carla
J. Pedersen, Attorney for the Washington County Housing and Redevelopment were present and
meet before the meeting with Chairman, Dennis Seefeldt and Attorney, David Hebert.
Mr. Hebert informed the Board of the four following outstanding projects: Project 44,
$412,000.00, Project 48, $15,347.00, Project 50, $11,984.00 and Project 60, $5,000.00. The
Funding Agreements have been terminated and new Funding Agreements will be prepared.
Paul Rasmussen made a motion to authorize Chairman Seefeldt, Dolores Peterson, Clerk to
sign the Funding Agreements and if the Chairman Dennis Seefeldt is absent the Vice
Chairman Paul Rasmussen shall sign the agreements. The Funding Agreements shall be
subject to approval of the Town Chairman and Township Attorney. Dennis Seefeldt
seconded the motion and motion adopted unanimously.
Development Contract Greenfield Estates
John Martineau made a motion to sign the Development Contract for Greenfield
Estates/Gerald Olson. Michael Hinz seconded the motion and motion adopted
unanimously.
Fees For Organizations Usine New Scandia Communitv Center
Due to the extensive use of some organizations such as, Gammelgarden, Sons of Norway, etc. a
discussion was held as these functions far exceed the maximum seating capacity of 220 for the
Community Center. The usage by these organizations is much greater than weddings that are
charged $375.00 for residents and $475.00 for non-residents.
John Martineau made a motion to set the fees for Gammelgarden, Sons of Norway and
similar organizations at $375.00 with the above findings. Michael Hinz seconded the motion
and motion adopted unanimously.
Sewer Connection Fee For Gammelgarden
Dennis Seefeldt and John Martineau would meet with members of the Gammelgarden Board to
discuss the fees for the connection of Gammelgarden to the Uptown Sewer System.
Paul Rasmussen made a motion to adjourn.
