The regular New Scandia Town Board meeting was called to order by Vice Chairman,
Paul Rasmussen. The following Board Members were present: Vice Chairman, Paul
Rasmussen, Kevin Nickelson and Michael Hinz. The following Board Members were
absent: Chairman, Dennis Seefeldt and John Martineau.
Report Reaardin2 Future of Highway 97
James Malmquist reported on the January 31, 2001 meeting at the Forest Lake City Hall
to review the future of Highway 97. Attending the meeting were representatives from
MNDOT, Washington County, Anoka County, Forest Lake City, Columbus Township,
City of Hugo, City of Lino Lakes and Scandia Township. The main issue at this time is a
Comprehensive Study of roadways and traffic. For the study MNDOT may consider
funding approximately 50% of the cost and indicated that local units of government will
be expected to participate. A Joint Powers Agreement will be necessary for the study.
New Scandia will need to discuss the nature of official representation in this process and
subsequently the degree of involvement financially. The next meeting will convene on
Friday, March 2, at 7:30 p.m. at the Forest Lake Town Hall. James Malmquist and
Schwartz agreed to attend the next meeting.
Steve Potts/Washington County Sheriffs Department
Deputy Potts informed the Township Board he wanted to clarify the article in the Country
Messenger regarding the. Deputies of Washington County using the New Scandia
Fire/Rescue and Public Works Building. He stated the Officers do not wash their
vehicles in the Fire/Rescue and Public Works Building and they have a facility at the
County to wash their vehicles.
A discussion was held regarding the use of the west end of the old kitchen in the
Community Center for office space Deputy Jamie Jackson and other Deputies from
Washington County. Deputy Jackson had reviewed the area and this would be a ideal
office. Shelf have been using the area and they had requested a 3 month extension. Mr.
James Malmquist stated he is on the committee and the area at Elim Lutheran Church has
been completed and it should not be a problem with moving the Food Shelf. Ms.
Peterson stated the reason they wanted a extension was that the parking lot would be a
problem in the spring.
Food Shelf Extension
Michael Linz made a motion not to extend six (6) weeks for the usage of the back
storage area in the Community Center to the Food Shelf. Kevin Nickelson seconded
the motion and .notion adopted unanimously.

Tri-Star Trucking/Charles-Schwartz
Mr. Schwartz was present and informed the board that he was unable to install the
fencing required last fall due to the weather and there appears to be a problem between
Mr. Nickelson and Mr. Schwartz. The Clerk informed the board that Mr. Goodman had
inspected the area and Mr. Hinz had been directed to make a site visit, before the
meeting of February 6, 2001. Mr. Hinz stated there were a few extra cars at the site and
that he informed Mr. Schwartz to put the cars behind the screen area. Mr. Schwartz is
allowed only four (4) cars at one time by his building. The Planning Commission will be
instructed to make a site visit before the March 6, 2001, Planning Commission meeting.
Tom Peterson/Township En iineer
Mr. Peterson presented a sketch of the proposed road construction for 188th and Norell
Avenue North. Mr. Peterson explained the area on the 188th Street where the curb and
gutter will be installed and no curb and gutter will be installed on Norell Avenue North.
Mr. Peterson stated the hill on 185th Street will have to be bituminous surfaced this year,
as otherwise there would be an erosion problem. Mike White stated that due to the
erosion problem TIF monies would fund the bituminous surfacing. Ali informational
meeting shall be held on February 8, at 7:00 p.m. for residents located on 188th Street and
Norell Avenue North.
David Hebert/Township Attorney
Kevin Nickelson made a motion to sign the Quit Maim Deed to correct a boundary
line between Elim Lutheran Church and New Scandia Township. Paul Rasmussen
seconded the motion and motion adopted unanimously.
Mr. David Hebert explained the Agreement for the Uptown Sewer System dated October
1, 1995 had not been signed by all the entities and Elim Lutheran Church must have a
signed copy in order to qualify for the loan for the new addition. Ms. Peterson would
contact each entity for their signature.
Mr. Hebert explained the Attorney for Elim Lutheran Church had prepared an
Agreement for Use of Water from New Scandia Township and this form needed
township signature. The informal letter from Elim for water use shall replace this
agreement.
Kevin Nickelson made a motion to sign the Agreement for Use of Water for Elam
Lutheran Church. Michael Linz seconded the motion and motion adopted
unanimously.

Petition to Vacate Road Easement/Todd Peterson
Todd Peterson presented a signed petition to vacate a Road Easement over and across Lot
1, Block 19, of the Plat of Scandia. This easement had been granted in 1983 when Oren
Avenue had been constructed as Hawkinson Highlands had not been platted and Oren
Avenue may have been extended.
Michael Hinz made a motion to accept the petition and approve Resoultion No. 2-6-
01 Calling For Hearing on Roadway Vacation on March 6,2001 at 7:00 p.m.
Kevin Nickelson seconded the motion and motion adopted unanimously.
Water Softener/For Fire/Rescue and Public Works Building
Kevin Nickelson made a motion to approve the purchase of a Water Softener from
Culligan Water Softener in the amount of $1649.00 and installation in the amount of
$150.00 with the ' that the plumbing is by passed for washing of trucks.
Michael Hinz seconde the motion and motion adopted unanimously.
Vice For Public Works Department
Kevin Nickelson made a motion to authorize the Public Works Department to
purchase a vice not to exceed $200.00. Michael Hinz seconded the motion and
motion adopted unanimously.
Allocate Fund for Monies from DNR for Carols Avery Fire
The board suggested this item be discussed at the Capital Improvement meeting on
March 1, 2001.
Meisters Bar and Grill 3.2 Malt Liquor License Off License
Paul Rasmussen made a motion to approve the License for Off Sale of 3.2 Malt
Liquor for Meisters Bar and Grill. The signing of the application is approved
pending the proper information being submitted. Kevin Nickelson seconded the
motion and motion adopted unanimously.
Renewal of Consumption and Display Permit
Michael Hinz made a motion to approve the renewal of the Consumption and
Display Permit for the Community Center. Kevin Nickelson seconded the motion
and motion adopted unanimously.

The Clerk was directed to send a letter to Ms. O'Neil informing her that the Skate
Boarding Ramps must be repaired, before tke3p the ramps are used this spring. Ms.
O'Neil should also be instructed to contact Mr. Al Ooodman, Building Inspector to
inspect the ramps.
Board of Audit
The following date was set for the Board of Audit: February 28, 2001 at 7:00 p.m.
Insurance for Fire/Rescue Well and Well by Old Maintenance Building
Kevin Nickelson made a motion to insure the Fire/Rescue Department Well as
follows: $75,000.00 on the Pump and Pittless Unit and increase the building
$75000.00 so this would cover the controls inside the building. Insure the Well at
the old Maintenance Building in the amount of $2,000.00. Michael seconded the
motion and motion adopted unanimously:
Franconia Fire Contract
Ms. Peterson reported that Mr. Jackson from Franconia Township informed her that
Franconia Township will contract with Lindstrom Fire Department for the area New
Scandia Township served. Mr. Jackson stated that 911 is still not in place for the area
and Franconia Township would like to continue they contract with New Scandia
Township and will pay for any calls to the township.
Paul Rasmussen made a motion New Scandia Township shall cover Franconia
Township and they reimburse the township $500.00 per call and this shall be
reviewed in ninety (90) days. Michael Hinz seconded the motion and motion
adopted unanimously.
Pay Rates for New Scandia Township Employees 2001
Michael Hinz made a motion to approve the pay scale for New Scandia 'Township
Employees for the year of 2001. Kevin Nickelson seconded the motion and motion
adopted unanimously.
The Pay Scale chart is on page 4.
