The regular monthly New Scandia Town Board meeting was called to order by
Chairman, Dennis Seefeldt. The following Board Members were present: Vice
Chairman, Paul Rasmussen, Michael Hinz, Nancy Madden and John Martineau.
3.2 Percent Malt Liquor License
Paul Rasmussen made a motion to approve the 3.2 Malt Liquor License for the
Scandia Softball Tournament on May 18, 19 and 20, 2001. Michael Hinz seconded
the motion and motion adopted unanimously.
Michael Hinz made a motion to approve to operation of the BMX Track located on
township property for another year and the BMX Track shall be reviewed in the
spring of 2002. Nancy Madden seconded the motion and motion adopted
unanimously.
Tri-Star Trucking Amended Conditional Use Permit
Paul Rasmussen made a motion to approve the Amended Conditional Use Permit
for Tri-Star Trucking. Nancy Madden seconded the motion and motion adopted
unanimously.
Patrick KellffAnimal Control Issue
Patrick Kelley and Teresa Dean, 18601 Lamar Avenue, Marine, MN 55047 had filed a
claim under Minnesota Statutes 2000, Table of contents 347.15 pertaining to two female
German Shepherd dogs belonging to Craig and Sue Wilcox, 186231 Lamar, entered their
property and injured their Chihuahua with later resulted in the death of the dog.
Ms. Wilcox was present at the meeting informed the Town Board that she does not
operate a Dog Kennel and that she had offered to pay the veterinary fees for the dog
owned by Patrick Kelley. It was agreed that Ms. Peterson would contact Mr. Kelley
regarding the scheduling of a hearing or if Mr. Kelley would consider the possibility of
Small Claims Court. Ms. Peterson informed Ms. Wilcox the township office would
inform her of Mr. Kelley's intentions regarding the issue.
License to Use Real Properly/Household Hazardous Waste
Paul Rasmussen made a motion to approve the License to Use Real Property for the
Household Hazardous Waste event to be held at the public works garage located at
14727 2091h Street on July 21, 2001. Nancy Madden seconded the motion and
motion adopted unanimously.

Design of Additional Drainfield for Anderson Erickson 201 Septic System
John Martineau made a motion to approve the design of additional drainfield for
Anderson Erickson 201 Septic System. Michael Hinz seconded the motion and
motion adopted unanimously.
Telephone Cable Lofton Court and 10861 Mayberry Trail
Paul Rasmussen made a motion to approve the buried telephone cable for Citizens
Communications on Lofton Court. John Martineau seconded the motion and
motion adopted unanimously.
Michael Hinz made a motion to approve the buried telephone cable for Citizens
Communications for a new home service at 10861 Mayberry Trail. John Martineau
seconded the motion and motion adopted unanimously.
Letter From Meg McMonigal/Subdividing One Parcel of Land off from a Large
Acreage
The Town Board reviewed the letter received from Meg McMonigal regarding the
possibility of amending Section 3.3 (2) (C) agricultural zone -road frontage requirement.
Dennis Seefedlt stated there are approximately 6 to 8 parcels of 40 acres or greater in the
township that do not have the required road frontage and 15 to 20 parcels that are over 40
acres that do not have the required road frontage. Some property owners have requested
to only subdivide one parcel from the existing 40 or 80 parcel and this would keep the
density down. No decision was addressed on this subject and Ms. Peterson was directed
to schedule a meeting with Meg McGonigal, Dennis Seefeldt, Paul Rasmussen and David
Hebert.
David Crawford/Animal Control
Mr. Crawford discussed the problems he has incurred by guinea hens and cats in his yard
that belong to Rich Holtzbauer and Catherine Waltz. Mr. Crawford asked what he could
do to keep them from imposing on his property. Ms. Waltz stated she was not aware of
the problem and Ms. Waltz stated they would make other arrangements for the guinea
hens on the weekend.
Lindgren Gravel Pit/Noise Problem]
David Hasselbauer 21360 Manning Trail, stated the dirt bikes, motorcycles, etc. are out
of control with noise from the vehicles and this has been a problem for five years. Mr.
Lindgren gives people writtten permission to ride the vehicles in the pit.

Commander Mc Glothlin informed the Town Board that the Noise Ordinance is hard to
enforce. He also presented a copy of all the calls the Washington County Sheriffs Office
has received with the continuing noise from the motor bikes, etc. The Deputy that New
Scandia Township has on duty spends a large amount of their time on the issue of the
Lindgren Gravel Pit on Highway 97.
It was agreed that David Hebert, Dennis Seefeldt and Paul Rasmussen meet with Mr.
Lindgren on May 7, 2001 at 1:00 p.m. to discuss the problems with the noise issue in the
pit on Highway 97.
John Martineau made a motion to adjourn.
