On the above date New Scandia Town Board held a special meeting to discuss and
review the Capital Improvement Committee Report of March 1 2001. The following
Board Members were present: Chairman, Dennis Seefeldt, Michael Hinz, Nancy Madden
and John Martineau. Absent, Vice Chairman, Paul Rasmussen.
Short -Range (1-5 years)
1. Paint outside of Community Center and repair soffits on the back part of Community
Center: It was agreed that this item be placed on the June 5t" agenda and this project
be completed this summer as this was in the 2001 budget.
2. Repair old fire hall roof and septic system. There is no leakage from the roof, so it
was agreed not to repair the roof at this time. The clerk would discuss the possibility
of holding tanks with Washington County, because of the low use of the building.
3. Use of old fire hall for storage and future office space. Members of Scandia Marine
Lions were in attendance and requested area for storage for the Club. It was also
stated that the township might need space at a later date for a Building Inspector.
4. Sell and remove old maintenance garage. This will also expand Community Center
Parking and improve the aesthetics of the area. The Scandia Marine Lions again
expressed their concern about selling this building and it was agreed with the
removable of the building would not expand the parking area for mbre then six (6) to
eight (8) spaces. To improve the aesthetics of the area this building will be painted
with the Community Center Project this summer.
Provide fire protection via a water supply in the southwestern corner of the township
such as water storage tanks. Possibly something in conjunction with the County as
they develop their new park area off of 1851h Street. Steve Spence stated he had
spoken to the County and they have no interest for a water supply. Mr. Spence
suggested another tanker truck that holds 1200 gallons of water would service the
entire township. The estimated cost of a tanker truck is approximately $120,00.00.
Dennis Seefeldt would contact City of Forest Lake and Hugo if these communities
would be interested in sharing some type of water supply.
6. Participate in the Minnesota DOT'S study of Highway 97 with particular attention to
access from Manning, Lofton, Oakhill by the school, and Ozark. New Scandia
Township is participating in this study and will be signing a Joint Powers Agreement
and provide funds not to exceed $5,000.00.
7. Replace 1990 plow truck in the year of 2002. Michael Hinz stated with the repairs
of the truck in 2001the township maybe not have to replace this until 2003.
If the truck shall be replaced in 2002 this will have to be included in the 2002

budget.
The replacement of the ditch mower and John Deere will be reviewed at a later date when
the township has more information of the amount of hours on each vehicle.
Fire Department/Steve Spence
Steve Spence reported and discussed the short term goals for the department.
(1) The completion of the 2nd floor with two offices and training area with a approximate
Cost of $36,900.00.
(2) Gravel area behind building for training.
Kermit Granberg suggested an Emergency Power Service for the Fire Department and
Mr. Spence would review this issue and present cost figures to the Town Board.
Nancy Madden made a motion to recommend that Scandia/Marine Lions, Boy
scouts and non-profit organizations shall be allowed to use the old fire hall for
storage. Michael Hinz seconded the motion and motion adopted unanimously.
John Martineau made a motion to adjourn and meeting adjourned.
