6-05-01 tbJune 6, 2001 New Scandia Township regular meeting was called to order by Chairman, Dennis Seefeldt. The following Board Members were present: Paul Rasmussen, Vice Chairman, Michael Hinz, Nancy Madden and John Martineau. Kelly/Wilcox Hearing Pertaining to Minnesota Statues 2000 A hearing was held pertaining to Minnesota Statues 2000, Chapter 347.15 Damaged, Claims Filed. Patrick Kelly and Sue Wilcox were given full opportunity to be heard. It was found that the dog owned by Patrick Kelly had been severely damaged and caused euthanasia. Nancy Madden made a motion based on the circumstances of the attack that the Wilcox dog did severely damage the Kelly dog and caused euthanasia, Patrick Kelly shall be awarded $100.00 from the County License Fund. John Martineau seconded the motion and motion adopted unanimously. Steve Peloguin/Skating Competition Mr. Peloguin stated he his employed by Play Again Sports and he would like to sponsor a In -Line Skating and Skate Boarding Competition at the Leonard Wojtowicz Skating Facility. Mr. Pelogunin was informed the board was concerned with the liability aspect to the township. The clerk will contact the insurance carrier regarding the liability for the township. Tom Peterson/Township Engineer Tom Peterson reviewed the plans and specifications for 188th Street and Norell Avenue and the bid shall be opened on July 6, 2001 at 11:00 a.m. Paul Rasmussen made a motion to approve the plans for 188th Street and Norell Avenue and advertise for bids for the project. John Martineau seconded the motion and motion adopted unanimously. Tom Peterson reported on miscellaneous drainage problems within the township. The drainage problems will be grouped together and the township shall receive quote figures at a later date. Ms. Conlan, 19186 Larkspur requested the township to furnish a load of class five gravel for parking purposes between two driveways in the area of 19186 Larkspur. She stated that since the road project there is no parking available along Larkspur. Page 2 Nancy Madden made a motion to allow Ms. Conlan to have gravel hauled to the location based on the Township Engineer recommendation, but that Ms. Conlan must order and pay for the gravel. The gravel must be 10 feet from the culvert and Michael Hinz must stake the area for the gravel. Michael Hinz seconded the motion and motion adopted unanimously. Paul Rasmussen made a motion to apply for Cost Share Funds through Washington County Soil and Conservation, which shall be used for Water Quality for 188 th Street and Norell Project. Nancy Madden seconded the motion and motion adopted unanimously. Nancy Madden made a motion to approve installation of telephone cable for Citizens Communications at the following locations: 15679 220th Street, 185th and Lamar, 202 d Street, 19040 Newgate, 19650 Orwell Avenue, 228 th Street from junction County Road 15, and 22797 Meadowbrook. Paul Rasmussen seconded the motion and motion adopted unanimously. John Martineau made a motion to approve underground cable installation on 215th Street and gas main for Xcel Energy. Nancy Madden seconded the motion and motion adopted unanimously. Curbside Regycli pig Paul Rasmussen made a motion to sign the 2001 Memorandum of Agreement for Curbside Recycling Grant Distribution. Nancy Madden seconded the motion and motion adopted unanimously. Parks Fees A discussion regarding the possibility of increasing park fees that are charged to developments was discussed. It was agreed this matter should be reviewed in 6 months. Specifications for Exterior Painting of Community Center and Old Town Maintenance Buildin The clerk reported the fee for writing the specifications for the painting of Community Center and the Public Works Building located by the Center from Bonestro Engineering is approximately $1200.00. Mr. Duane Thompson a former supervisor and a former painter stated he would consider writing the specifications. Page 2 Paul Rasmussen made a motion to ask Mr. Duane Thompson to write the specifications for the painting. Michael Hinz seconded the motion and motion adopted unanimously. Appraisal of Real Property/Schroeder John Martineau presented the appraisal of the Schroeder property located on Olinda Trail and 185'J' Street. This property shall be used for additional drainfield for the 201 Septic System. Paul Rasmussen made a motion to approve the appraisal of $56,000.00 for the Schroeder property for usage of an additional drainfield and direct David Hebert to draft a purchase agreement for the property. Nancy Madden seconded the motion and motion adopted unanimously. Marine Water Shed Dean Lindgren, Representative from Marine Water Shed stated a merger shall be made that would include Marine Water Shed with Carnelian Marine Watershed. The budgeting plan is based on geographic area within the existing Marine WMO, Carnelian Marine Watershed District and Orphan Area (New Scandia Township). There is a total of three study sites, with twelve study sites in Marine WMO and seven study sites in the Orphan area. Anthony Senior -Natural Resource Specialist stated spring creeks along the St. Croix River harbor a high diversity of unique and rare natural communities, flora and fauna. This project will inventory and prescribe stewardship strategies for their long term- protection and management. It was agreed the Marine WMO would contact the township regarding the amount of funds that should be funded by the township and this shall be included in the 2002 budget. Members of the WMO requested a letter of support by July from New Scandia Township. John Martineau made a motion to adjourn. Dolores P on New Sea °a Township Clerk
