Due to the attack on the Worlds Trade Center in New York, Mr. Seefeldt asked for a time
of silence and then followed with the Pledge of Alliance.
The regular Town Board meeting was called to order by Chairman, Dennis Seefeldt. The
following Board Members were also present: Vice Chairman, Paul Rasmussen, Nancy
Madden and John Martineau. Michael Hinz was absent.
CONSENT AGENDA
John Martineau made a motion to approve the following consent agenda:
1. Clerk's minutes have been presented for Town Board 08/21/01 nnd 09/04/01 and
Planning Commission 08/07/01 and 09/04/01.
2. Balance July 31, 2001 $1,270,067.17
Receipts 54,834.28
Expenditures 83,901.24
Balance August 30,2001 $1,240,996.21

Nancy Madden seconded the motion and motion adopted unanimously.
Commander McGlothlin presented a report on January through August for the years of
1997 to 2001. Commander McGlothlin stated the crimes in New Scandia Township
have decreased.
Paul Rasmussen made a motion to sign the agreement by and between New Scandia
Township, Robert A. and Cynthia Hansen and Thomas D. Benick and Joanne K.
Bennick. Dennis Seefeldt seconded the motion and motion adopted unanimously.
Tom Peterson presented an update on the Road Construction of 188"' Street and Norrell.
He stated most of the project should be completed by October 19t" and the restoration
will be completed next spring.
The Feasibility Report shall be presented at the October 16, 2001 meeting for the 2002
Road Project and a Public Hearing shall be held on December 11, 2001 for the 2002
Road Project.

Tom Peterson presented information for Wastewater Treatment Options for the Anderson
Erickson 201 Septic System. No action was taken on the 3 (three) options Mr. Peterson
presented.
Nancy Madden made a motion to approve the installation of buried telephone cable
for Citizens Communication on 188th Street, Norrell and Old Marine Trail. Paul
Rasmussen seconded the motion and motion adopted unanimously.
FIRE CHIEF/STEVE SPENCE
Steve Spence stated an inspection was held with Bonestro Engineering and ECI
Contractors for the Fire/Rescue and Public Works Building. Bonestro Engineering has
complied a punch list and these items will be repaired. Mr. Spence stated there is a two-
year warranty for the building.
Mr. Spence received the following donations for the Imaging Camera: Bayport
Foundation $7,500, Xcel Energy $500.00, and they expect a sizable amount from
Stillwater Eagles.

Mr. Heinonen expressed his concerns about the amount of sand and salt New Scandia
Township roadways. Mr. Heinonen was informed this is a policy of New Scandia
Township and is common practice throughout the area for safety reasons and New
Scandia Township will not change the policy.

LANDSCAPE
Paul Rasmussen made a motion to approve the Architectural, Engineering and
Landscape Plan for Nextel Communications. John Martineau seconded the motion
and motion adopted unanimously.

Dennis Seefeldt made a motion to amend the September 4, 2001, Planning
Commission motion for the Preliminary Plat of Lindgren Overlook Plat and change
the street design from curb and gutter to ditches. Paul Rasmussen seconded the
motion and motion adopted unanimously.

R.E. PETERSON, INC. FIRST PAYMENT
Paul Rasmussen made a motion to approve the 1st payment to R. E. Peterson, Inc. in
the amount of $73,999.54. John Martineau seconded the motion and motion
adopted unanimously.
SHERWOOD ACRES\209' STREET
Nancy Madden made a motion to accept 209th Street in the Plat of Sherwood Acres
Two. Dennis Seefeldt seconded the motion and motion adopted unanimously.
Paul'Rasmussen made a motion to post a notice of October 1, 2001 stating the
Skating Facility shall be closed on October 15, 2001 for maintenance and repair.
Nancy Madden seconded the motion and motion adopted unanimously.
Paul Rasmussen made a motion to approve the reissued Certificate of Compliance
for Cameron McCoin, 22351 St. Croix Trail, Scandia, MN. The permit is for home
occupation consisting of acupuncture treatment and personal health management.
Nancy Madden seconded the motion and motion adopted unanimously.
Paul Rasmussen made a motion to adjourn.
