1-08-02 tbJanuary 8, 2002 The regular monthly meeting of New Scandia Town Board was called to order by Chairman, Dennis Seefeldt. The following Board Members were also present: Vice Chairman, Paul Rasmussen, Michael Hinz, Nancy Madden and John Martineau. Contract No. 4589, OSHA Compliance and Safety Training Paul Rasmussen made a motion to sign Contract No. 4589, OSHA Compliance and Safety Training for Maintenance Employees of New Scandia Township with Anoka -Hennepin Technical College. Nancy Madden seconded the motion and motion adopted unanimously. Management Plan for Existing Collection and Wastewater Treatment Facilities Mike White presented a proposal from Arden Environment Engineering, Inc. Arden Environment Engineering would study the existing 201 Sewer Projects located in New Scandia Township and address the following items with a Management Plan: 1)Rate study; 2)Expansion capabilities of current facilities; 3)Evaluation of existing infrastructure; 4) Preventive maintenance; 5)0peration and maintenance; 6) Response Plan; 7)Ordinances; 8)Regulatory reporting. Phase 11. of the Management Plan will include working meetings and all work described in the Work Summary for the cost of $20,000.00. If May Township would consider the proposal the figure would be divided between May Township and New Scandia Township. Mr. White stated that the Watershed might contribute $5,000.00 for the Management Plan. It was the consensus of the Town Board that Bonestro Engineering could also do the Management Plan for New Scandia Township. No action was taken on this subject. Bituminous Surfacing of 240cn Street Dennis Seefeldt and Michael Hinz attended Franconia Township Board Meeting to discuss the possibility of bituminous surfacing of 240t" Street and Franconia Township have no plans for bituminous surfacing the township roads, but stated when New Scandia Township bituminous surfaces 240"' Street, Franconia Township will pay half of the costs. Dennis Seefeldt, Tom Peterson and Bruce Dresel meet on January 7"' to review 240"' Street and Mr. Seefeldt stated the road from St.Croix Heights to Olinda Trail must be reconstructed to township specifications before, bituminous surfacing is completed. Funding for 2002 Road Project Colleen Firkus presented a chart for bond costs in regards to the 2002 Bituminous Surfacing Project. The debit service levy would increase approximately $43,000.00 for the year of 2003. Ms. Firkus presented bond costs from Security State Bank and Juran and Moody. The bond limit for Security State Bank is 1,200,000.00. This subject will be addressed after bids are presented for the 2002 Road Project. New Scandia Town Board January 8, 2002 Page 2 Snow Removal Policy Michael Hinz directed the township office to delete the section on salt mixture and add Minnesota Statutes 160.27, subdivision 5, Minnesota Laws 1971 to the Snow Removal Policy. Vouchers Endin2 December 31, 2001 Nancy Madden made a motion to approve the vouchers ending for December 31, 2001. Michael Hinz seconded the motion and motion adopted unanimously. Development Code as Amended January 8, 2002 Paul Rasmussen made a motion to adopt Resolution No. 1-08-02-1, Title and Summary of Ordinance No. 74 and to be published with notice that a printed copy of the Ordinance is available for inspection during regular office hours of the Town Clerk. The following change shall be made to Section 9.4, no more than four passenger automobiles and pick-up trucks per lawful dwelling unit may be kept or stored outside a building in all zoning districts.
