2-05-02 tbFebruary 5, 2002 New Scandia Town Board regular meeting was called to order by Vice Chairman, Paul Rasmussen. The following Board Members were present: Michael Hinz, Nancy Madden, John Martineau and Paul Rasmussen. Absent: Dennis Seefeldt. Harvest Moon/Ann Rinkenbereer Ms. Rinkenberger was present regarding the possibility of a Certificate of Compliance versus a Conditional Use Permit to operate Harvest Moon Community Farm. Harvest Moon Community Farm is anon profit organization and operates off site except for twelve (12) days in the summer. Harvest Moon Farm is funded on grants, so therefore there is a problem with fees for the Conditional Use Pen -nit. David Hebert, Township Attorney informed the Town Board a Conditional Use Permit is required under the Development Code and the board could wavier the fees for the Public Hearing. Nancy Madden made a motion to require a Conditional Use Permit for Harvest Moon Community Farm, but the township shall wavier the fees for the Public Hearing. Michael Hinz seconded the motion and motion adopted unanimously. Develobment Code Section 3/Environmental Retiulations Michael Holland, 14277 202nd Street has encountered a problem with a neighbor across from his residence that has a junk pick up truck parked in his yard and has not moved in two years. Deputy Gribble stated the ordinance is written so he unable to ticket the person in violation. David Hebert, Township Attorney stated if this vehicle has not been licensed this year or the year before and not operable Deputy Gribble may ticket the resident. Larry Engstrom, 14040 185"' Street questioned the ordinance violation for Greg McGurie, 14029 185`h Street. Mr. Engstrom stated six (6) vehicles are parked in the front yard and he questioned if a business was operating at this address. Ms. Peterson was advised to inform Deputy Jackson to enforce the ordinance regarding the number of vehicles at the residence and the possibility of operating a business at this address as this type of business is not allowed under the Development Code. Anoointent of Election Judges Michael Hinz made a motion to appoint the following Election Judges for the March 12, 2001 Annual Election: Jerome Fearing, Shirley Alhm, Patti Funni, Kathy Carlisle, Judy Rydeen, Florence Daninger, Mary Hulleman, and Gary Hogle.
