3-19-02 tbMarch 19, 2002 New Scandia Town Board meeting was called to order by Clerk, Dolores Peterson. Ms. Peterson gave the Oath of Office to Supervisors, Michael Hinz. The following Board Members were present: Dennis Seefeldt, Paul Rasmussen, Michael Hinz and Nancy Madden. Absent , Jolul Martineau. Clerk, Dolores Peterson stated the first order of business was to elect a Chairman, and Vice Chairman for the year of 2002. Dennis Seefeldt was elected Chairman and Paul Rasmussen, Vice Chairman. Paul Rasmussen made a motion to approve the following consent agenda. 1. Clerk's minutes have been presented for 02-19-02 and 02-27-02 2. Balance February 1, 2002 $1,278,918.00 Receipts 38,645.59 Expenditures 396,407.97 Balance February 28, 2002 $ 921,155,62 3. Approval of March Vouchers Nancy Madden seconded the motion and motion adopted unanimously. Sheriffs Department/Commander McGlothlin Residents surrounding the .George Lindgren Pit were in attendance and had expressed their concern regarding the noise level from the Pit. David Haselbauer stated the Sheriffs Department had received sixty-three (63) complaints in a period of nine (9) months. Commander McGlothlin stated the George Lindgren Pit continues to be a problem. Deputy Gribble has been working on a solution to resolve this issue. The department will be warning persons using recreational vehicles in the pit and also will give Mr. Lindgren a warning. Mr. Lindgren will be advised that in continuing to allow individuals to use his property would be considered permitting a public nuisance under State Statue 609.74. This procedure will be used for the month of April and after May 1, persons using the pit and Mr. Lindgren will be given a citation. Commander McGlothlin will report on this issue at the April 16, Town Board Meeting. Parks and Recreation/Paul Rasmussen Forest Lake Pee Wee Hockey Team had requested a refund on Ice Time for the season due to the short season of skating. The Town Board stated there would be no refunds, because of weather conditions. Scheduling of Lighted Field Ms. Daren Schuldt has scheduled games and is the key holder for the lights for the Township Lighted Field on Olinda Trail. Ms. Schuldt has resigned her position. The Clerk was instructed to contact James Lindberg regarding scheduling and key holder for the field. New Scandia Town Board March 19, 2002 Page 2 Recognition Plaaue/Skatinff Facili Dennis Seefeldt made a motion to authorize Paul Rasmussen and Parks and Recreation Committee to prepare a plaque with a list of persons who donated time and effort involved with the building of the Leonard Wojtowicz Skating Facility. Nancy Madden seconded the motion and motion adopted unanimously. Xcel Ener Paul Rasmussen made a motion to approve the installation of a 40 foot pole on the south side of Oakhill Road to serve two new homes (13070 and 13210 Oakhill Road North), for Xcel Energy. Michael ffinz seconded the motion and motion adopted unanimously. Development Code Chapter Two, Section 9.13 This section pertains to no building exterior shall be constructed of steel, iron, sheet aluminum, corrugated aluminum or plain, flat, unpainted concrete block (walls or roofs), except in association with farming activities or on residential parcels greater then 5 acres. Residents had questioned if the parcel is approximately 4.9 acres could that be classified as nominal. The Town Board agreed that 4.9 acres would not be classified as nominal. Brian Jemelka/Employee Questions Mr. Jemelka questioned his salary stating everyone received step increases throughout the years and he has not received a step increase. He stated he has been employed by New Scandia Township for twenty-seven (27) years and his salary is similar to someone who has been employed by New Scandia for six (6) years. Mr. Jemelka was informed he is close to the top of his pay scale for the job description and the employee with six (6) years' service has the same job description as Mr. Jernelka. Mr. Jemelka also expressed his concerns regarding OSHA issues from OSHA representative at the Fire/Rescue and Public Works Building and the turn -around located on Norrell Avenue. Bruce Swenson/Swenson Recycling Paul Rasmussen made a motion to approve & increase of $65.00 per nt"nlli for Swenson LC Recycling for a total fee of $150.00 per x4oath starting 2002. Recycling operation shall phase out after March 31, 2004. Nancy Madden seconded the motion and motion adopted unanimously. New Scandia Town Board March 19, 2002 Page 3 Bill Ruddy/MN Motor Vehicle Dealer License Nancy Madden made a motion to approve the Motor Vehicle Dealer License for Bill Ruddy, 21020 Meadowbrook on condition he does not sell vehicles from his property. All vehicles shall be stored in a garage. Michael Hinz seconded the motion and motion adopted unanimously. Dangerous Dog Ordinance Washington County License Bureau does not register Dangerous Dogs and New Scandia Township must now register Dangerous Dogs, so therefore an amendment must be added to the ordinance addressing Dangerous Dogs. David Hebert, Township Attorney will redraft the Dog Ordinance and clarify the restraining area for the dog. Review of Financial Report Year Ending December 31, 2001 Paul Rasmussen made a motion that New Scandia Township acknowledges that the Board of Supervisors has accepted the Auditors Report for the year of 2001 and the Board has also reviewed the reports presented by the Clerk and Treasurer for the year of 2001. The Board of Supervisors has accepted both reports and approves submittal to the State Auditor. Michael Hinz seconded the motion and motion adopted unanimously. Lel!al Paper for the Year of 2002 Nancy Madden made a motion to designate the Country Messenger as the legal paper for the township for the year of 2002. Michael Hinz seconded the motion and motion adopted unanimously. Depository for the Year of 2002 Michael Hinz made a motion to approve the following depositories for the year of 2002: Security State Bank and the 3M Fund through the League of Minnesota Cities. Paul Rasmussen seconded the motion and motion adopted unanimously. Forest Lake Youth Service Bureau/Donation Dennis Seefeldt made a motion to donate $4,800.00 to Forest Lake Youth Service Bureau and the rental for the Forest Lake Youth Service Bureau Banquet for 2003 shall be $300.00. Michael Hinz seconded the motion and motion adopted unanimously. Loft in Maintenance Building Nancy Madden made a motion to remove the loft in the old maintenance building.
