On the above date New Scandia Township held a Public blearing for the Road Improvement
Project of 2002. To consider the improvement by application of Class 5 or other aggregate and
other subgarde construction, ditch construction and application of bituminous surfacing of 240th
Street from Olinda Trail to St. Croix Heights entrance.
The following Board Members were present: Dennis Seefeldt, Chairman, Paul Rasmussen, Vice
Chairman, Michael Hinz, Nancy Madden and John Martineau.
Dermis Seefeldt explained the proposal from the Developer of St. Croix Heights. Mr. Dresel has
agreed to reconstruct that portion of 240th Street from Olinda Trail to the entrance of St. Croix
Heights. New Scandia Township and Franconia Township share 2401h Street. The estimate cost
for the reconstruction of that portion is approximately $35,000.00, so therefore New Scandia
Township and Franconia Township would each benefit approximately $17,500.00 for the
reconstruction. New Scandia Township and Franconia Township would enter into a Joint Powers
Agreement.
Patrick Keefe, 15030 240th Street was concerned with the road reconstruction, because of his
steep driveway, safety issues, and assessment costs. Mr. Keefe was informed that most of the
ditching would be done on the north side of 2400' Street.
The persons in attendance from Franconia Township were concerned about the assessment cost
and did not want the bituminous surfacing. They were informed that bituminous surfacing is
inevitable as New Scandia Township's goal is to have all the streets surfaced by 2009.
Keith Hacker was concerned about the drop in his driveway and requested the culvert which is 75
feet from is driveway be removed. Mr. Hacker was the only resident in attendance at the Public
Hearing that was given notice from New Scandia Township.
Resolution Ordering Improvement of 2401h Street North
Nancy Madden made a motion to approve Resolution No. 3-21-02-1 Ordering Improvement
of 240th Street North. Michael Hinz seconded the motion and motion adopted unanimously.
Joint Powers AL3reement
John Martineau made a motion to authorize the Clerk and Chairman to sign the Joint
Powers Agreement between New Scandia Township and Franconia Township to make
improvements in phases, as follows:
1. 240th Street North from Olinda Trail to St. Croix Heights entrance in the year of 2002
(Phase 1)
2. 240th Stree North from St. Croix Heights entrance to Highway 95 in the year of 2004
(Phase 2)
The Joint Powers Agreement be forwarded to Franconia Township.
Michael Hinz seconded the motion and motion adopted unanimously.
John Martineau made a motion to adjourn.
