7-16-02 tbJuly 16, 2002 The regular New Scandia Town Board meeting was called to order by Chairman, Deimis Seefeldt. The following Board Members were also present: Vice Chairman Paul Rasmussen, Michael Hinz, Nancy Madden and John Martineau. CONSENT AGENDA Paul Rasmussen made a motion to approve the consent agenda. 1. Clerk Minutes have been presented for 06-18-02 and 07-02-02, Town Board and 07-02-02 Planning Commission. 2. Approval of Treasurer's report Balance May 31, 2002 $ 545,226.50 Receipts 1,048,635.04 Expenditures 89,168.03 Balance June 30, 2002 $1,504,694.41 3. Approval of July vouchers 4. Adjournment Nancy Madden seconded the motion with correction of the July 2, 2002 minutes. Motion adopted unanimously. Commander McGlothlin Dennis Seefeldt requested an off duty Deputy for patrol of the July 27, 2002, New Scandia Fire/Rescue Celebration. Commander McGlothlin stated a off duty Deputy could not be on duty when alcohol is served. New Scandia Township Deputy will patrol for the function and the north car of Washington County Sheriffs Department will be in the area. Township Engineer/Tom Peterson Michael Hinz made a motion to approve the buried service wire under 18300 Norell Avenue for Frontier Communications Company. Nancy Madden seconded the motion and motion adopted unanimously. Paul Rasmussen made a motion to approve pay request Number Two in the amount of $264,749.02 for W. B. Miller for the 2002 Bituminous Surface Project. Michael Hinz seconded the motion and motion adopted unanimously. Tom Peterson reviewed the problem with bituminous surfacing breaking on Melanie Trail and the realignment of 213"' Street. The Town Board directed Mr. Peterson to acquire bids for the projects. A resident on Newgate Avenue requested a speed firnit of 45 miles per hour on Newgate Avenue. The office shall inform the resident to present a petition requesting the speed limit. Paul Rasmussen made a motion to increase the clothing allowance for the Public Works Department in the amount of $150.00. Nancy Madden seconded the motion and motion adopted unanimously. New Scandia Town Board July 16, 2002 Page 2 Park and Recreation/Paul Rasmussen Paul Rasmussen presented information from Scandia Elementary Playground Committee requesting funding to expand the existing playground equipment that will interest 5`1' and 6t" graders. It was the consensus of the Town Board that New Scandia Township had donated $12,000.00 to Scandia Elementary for the Soccer Field and the Township should not donate to the Playground Equipment Fund. Larry Grundtner and Edward Hang2e Mr. Grundtner and Mr. Hangge questioned the hook-up fee for the 201 Septic System as due to the Road Construction of 188th Street and Norell Avenue the drainfield that serviced Mr. Grundtner and Mr. Hangge had been destroyed. They had been informed at the informational meeting for the Road Construction that they would not be charged to connect to the 201 Septic System. Both parties requested that the fees be waived and expressed that the old drainfield was still in good condition. The Town Board stated that there is evidence that the drainfield is failing. f ;2,5-0, Uc.�? Paul Rasmussen made a motion to cut the rate of the hook-up fee for Mr. Grundtner and Mr. Hangee to the amount of "00':00. The drainfield was on township property and the residents should have been paying a maintenance fee over the years of service. Dennis Seefeldt seconded the motion. Dennis Seefeldt, Paul Rasmussen and Nancy Madden voted yes. John Martineau and Michael Hinz voted no. Motion adopted. Scandia/Marine Lions Excluded Bingo Dennis Seefeldt made a motion to approve the Excluded Bingo for Scandia/Marine Lions for Taco Days on September 7, 2002, Michael Hinz seconded the motion and motion adopted unanimously. Letter of Credit for Landscapin in n Major Subdivisions Paul Rasmussen made a motion to require a letter of credit to guarantee funds in an amount equal to one hundred twenty rive percent (125%) of the total cost, as estimated for completion of the Landscape Plan for Major Subdivisions. Dennis Seefeldt seconded the motion and motion adopted unanimously. Camp Coura2e/3.2 Percent Malt Liquor License John Martineau made a motion to approve the 3.2 Percent Malt Liquor License for Camp Courage function on September 21, 2002 at the Hawkinson Business Park. Michael Hinz seconded the motion and motion adopted unanimously. New Scandia Town Board July 16, 2002 Page 3 Election Judizes for Primary and General Election Nancy Madden made a motion to approve the appointment of the following Election Judges for the Primary and General Election for 2002: Mary Hulleman, Head Judge, Patti Funni, Nancy Hermes, Florence Daninger, Mary Benson, Avalon Okerson, Vivian Westermeier, Judy Rydeen, Kathy Carlisle, Shirley Ahlm, Donna Larson, Beverly Pratt, Gary Hogle, Jerome Fearing, Dolores Peterson and Ann Hoheisel.
