The New Scandia Town Board held a special meeting to review the Conditional Use Permit for
Haven Chemical Health Systems. In attendance were Chairman Dennis Seefeldt, Mike Hinz,
Nancy Madden, Lisa Crum and Blair Joselyn.
ROBERT L. HAVEN — HAVEN CHEMICAL HEALTH SYSTEMS, LLC
Mr. Robert Haven, 2142 Roblyn Ave., St. Paul, MN 55104, and Jeffrey T. Boston, 11 Kenwood
Pkwy., St. Paul, MN 55105, presented a Conditional Use Permit request to operate a 10 -bed
chemical dependence treatment center for women at 21077 Penrose Ave. N, Scandia. Legal: Lot
3, Block 2, Walden Meadows. PID: 13-032-20-34-0006. Also present were Karen L. Tarrant, an
attorney representing Haven Chemical Health Systems and Jeffrey Boston, co-owner of Haven
Chemical Treatment Systems.
The Planning Commission recommended to the Town Board that the application for a
Conditional Use Permit filed by Haven Chemical Health Systems for the operation of a 10
bed chemical dependency treatment center at 21077 Penrose Ave. N. be approved with the
following conditions:
1. All licenses, certifications and permits required by the State, the County and New
Scandia Township are obtained.
2. Finalized architectural, schematics and engineering plans must be supplied to the
township officials prior to any and all planned interior and/or exterior remodeling.
3. The current sewage treatment system be upgraded and inspected if necessary'to meet
all State, County and Township standards for a facility of this type, and that all permits
for system expansion be obtained prior to approval.
4. Parking for staff and visitors will be provided and restricted to their property only.
5. Adequate screening between Haven and current residential neighbors shall be planted,
maintained and/or replaced as necessary, with special arrangements with the
Brodtmanns.
6. Exterior security lighting must meet County and Township lighting codes, must be
directed inward and shall not allow spillage onto adjoining properties.
7. A security alarm system with interior locks, controlled at all times by staff only will be
in operation during nighttime hours.
8. Identifiable professional staff must be present at the facility 24 hours per day, 7 days
per week.
9. Haven will provide transportation for clients. Clients shall not operate vehicles: on
property.
10. Frequency and timing of delivery and service vehicles shall be regulated and monitored
so as to create a minimum impact on the neighborhood.
II.The client population shall be inpatient and will be:
a. female —18 years of age or older
b. have a primary diagnosis of Chemical dependency
c. will not have been clearly diagnosed as chemical dependent and major mental illness
d. will not have a history of sexual offending
e. will agree to voluntarily admission rather than court mandated
12. Visiting hours are to be restricted to Saturdays and Sundays only and shall be
scheduled so as to create the least impact on residential neighborhood.
13. Haven agrees to designate a professional staff person to serve as liaison between
neighbors and staff with ample opportunity for direct person to person contact on
issues and concerns.
14. The CUP will be reviewed on a predetermined basis under the normal hearing process,
which shall allow for additional conditions if warranted.
15. The road to be treated with calcium chloride or other suitable product as needed to
keep dust at a minimum and Haven will stand cost of treatment.
Findings are the proposed use of the property meets applicable township codes and is an
allowable use in its zone as currently interpreted. Kevin Nickelson seconded the motion.
Chris Ness offered an amendment to have the CUP reviewed in six months after the
opening date.
Lisa Crum made a motion to table the Planning Commission recommendation for thirty
(30) days to research legal issues regarding the Conditional Use Permit. Nancy Madden
seconded the motion and motion adopted unanimously.
