11-18-03 tbNovember 18, 2003 New Scandia Town Board meeting was called to order by Chairman Dennis Seefeldt. The following Board Members were in attendance: Chairman Dennis Seefeldt, Vice Chain -nail Michael Hinz, Lisa Crum, Blair Joselyn and Nancy Madden. Michael Hinz made a motion to approve the following consent agenda with corrections. 1. Clerk's minutes have been presented for 10-21-03, 11-04-03, Town. Board and 10-28-03 Road Improvement meeting. 11-04-03 Planning Commission 2. Balance September 30, 2003 $1,738,975.00 Receipts 93,558.35 Expenditures 145,524.69 Balance October 31, 2003 $1,687,008.64 3. Approval of November vouchers Blair Joselyn seconded the motion and motion adopted unanimously. Fire Chief/Steve Spence Mr. Spence presented the Capitol City Mutual Aid Association Agreement and stated the only change in the agreement is that it provides for charges to requesting departments when the duration of the aid given is over twelve (12) hours a fee may be charged. Nancy Madden made a motion to approve the Capitol Mutual Aid association Agreement for New Scandia Fire and Rescue Department. Lisa Crum seconded the motion and motion adopted unanimously. Township Engineer/Tom Peterson Michael Hinz made a motion to approve the pay request for Scandia Trucking for the installation of culverts for the 2004 Road Improvement Project in the amount of $32,371.25. Dennis Seefeldt seconded the motion and motion adopted unanimously. A letter was received from Jeff Berg from Washington Conservation District regarding the projects on Norrell and Maxwill Avenue and Mr. Berg stated the projects are completed. Mr. Berg stated it would be beneficial to provide supplemental plantings in the spring of 2004. He stated the plantings could be purchased now from a Nursery and planted in 2004. The costs of the plantings would be approximately $4500.00 Blair Joselyn made a motion to approve the purchase of native trees and/or shrubs for Maxwill Avenue (approximately 50), and Norrell Avenue (approximately 100). Cost: 150 plants X $15 each = $2250.00. Native grasses and wildflowers for Maxwill Avenue (approximately 1000 including aquatic) and Norrell Avenue (approximately 1500). Costa 2500 plants X 0.90 each = $2250.00. Michael Hinz seconded the motion and motion adopted unanimously. Nancy Madden seconded the motion and motion adopted unanimously. Sand Lake Overlook/Letter of Credit Nancy Madden made a motion to release the letter of credit for Sand Lake Overlook Plat. Blair Joselyn seconded the motion and motion adopted unanimously. Park and Recreation/Blair Joselyn Mr. Joselyn reported that the Park and Recreation Committee would like to have some direction of guidance from the Town Board. Mr. Joselyn suggested the Park and Recreation Committee and Town Board hold a workshop on December 9, 2003 at 7:00 p.m. Scandia Lighted Ball Field Nancy Madden made a motion to direct Benstroo Engineering to prepare and specifications for lighting the existing ball field located on Olinda Trail. Blair Joselyn seconded the motion and motion adopted unanimously. Agricultural Preserve/Public Hearin Nancy Madden made a motion to approve the application for Agricultural Preserve for James and Carol Moody in Section 10 and for Michael and Rita Ambourn in Section 28. Michael Hinz seconded the motion and motion adopted unanimously. Goose Lake Home Owners/Local Surface Use Ordinance Lisa Crum made a motion to proceed to gather information for the Goose Lake Local Surface Use Ordinance. Blair Joselyn seconded the motion and motion adopted unanimously. Blair Joselyn will work with the Goose Lake Home Owners on the project. Brian Jemelka/Salary Mr. Jemelka requested an increase in his hourly wage and medical insurance for the year of 2004. Mr. Jemelka was informed that a committee will meet to review the salaries for the year of 2004 and that New Scandia Township must follow the pay equity required by the State of Minnesota. Horticulture Services/Syd Stephan Due to the continuation of complaints regarding Horticulture Services this item was reviewed. A letter was submitted by Mr. Stephan stating he currently is searching fora location to move the noir-n urseiy portion of his business and will need at least one year to find, purchase, and move to such a property. New Scandia Township November 18,2003 Page 3 The Town Board directed David Hebert to draft a letter to Mr. Stephan informing him of the violation and he must move his non -nursery business to another location. A_letter shall be sent to Deputy Cory Reedy and Mr. and Ms. Larry Bies. Steve McCarron/Certificate of Compliance for 1280 Square Feet Ag Building Mr. McCarron was requesting a Certificate of Compliance for a 1280 square feet agricultural building. He stated he is not a farmer and does not intend to operate a business at the site. He stated he also wanted to build a building of 2500 square feet besides the 1280 square feet. Mr. McCarron was informed that under the present Development Code he is only allowed 2500 square feet. Security State Bank(A2ent for New Scandia Township Insurance with League of MN Cities Nancy Madden made a motion to approve the Security State Bank as the agent for New Scandia Township Insurance with the League of Minnesota Cities. Michael Hinz seconded the motion and motion adopted unanimously. 2004 Pay Scale for the Year of 2004 Michael Hinz, Blair Joselyn and David Hebert will meet on November 25, 2003 at 4:30 p.m. to review the pay scale for township employees for the year of 2004. Community Center Rental Fees Michael Hinz made a motion to require a $100.00 deposit for Community Fund Raisers and if the Community Center is not left in satisfactory condition the groups shall be charged the cleaning fees. This shall be effective as of January 1, 2004. Nancy Madden seconded the motion and motion adopted unanimously. Petition for 30 MPH on 240th Street A petition was presented from residents of 240th Street North (and adjoining streets) requesting the speed limit on 240t" Street North between Olinda trail and HVVY 95. It was agreed that this request shall be tabled until the 2004 Road Improvement Project has been completed. Proclamation Declaring Family Week November 23 Through November 29, 2003 Lisa Crum made a motion to accept the proclamation with changes declaring Family Week in New Scandia 'Township on November 23 through November 29, 2003. Lisa Crum, yes Nancy Madden, yes, Blair Joselyn, yes and Dennis Seefeldt, yes. Michael Binz voted no. Motion adopted. Nancy Madden made a motion to adjourn.
