New Scandia Town Board was called to order by Vice Chairman Michael Hinz. The following
Board Members were in attendance: Vice Chairman Michael Hinz, Lisa Crum, Blair Joselyn and
Nancy Madden. Chairman Dennis Seefeldt was absent.
Haven Chemical Svstems
Nancy Madden made a motion to remove the Haven Chemical Systems Conditional Use
Permit from the table. Lisa Crum seconded the motion and motion adopted unanimously.
Blair Joselyn made a motion to extend the deadline for reaching a decision on the
application for a Conditional Use Permit to operate a chemical dependency treatment
facility at 21077 Penrose Avenue North, Scandia, Minnesota to approximately December 31,
2003. The extension is required for the purpose of receiving and reviewing requested plans
for the septic system design, the fire marshal inspection and report and the site plan; to
evaluate the matters raised at the public hearing held on the Conditional Use Permit
application and the legal issues; and to make findings of Fact supporting the approval or
denial of the application. Lisa Crum seconded the motion and motion adopted
unanimously.
Representatives from Haven Chemical Systems were informed that New Scandia Township shall
submit in writing when this item will be on the agenda for December 2003.
Steve McCarron/Certificate of Compliance
Mr. McCarron was requesting a Certificate of Compliance for an accessory building of 4160
square feet in the plat of Roman Empire. He stated he had farm machinery such as tractor, baler,
hay rake and tiller to store in the accessory building. By quit claim deed Ms. Helen Bimer had
deeded that part of Manning Trail North dedicated in recorded plat of Roman Empire to Mr.
McCarron so therefore it is 20.02 acres. Mr. McCarron was instructed to present a agricultural
plan to justify the size of the building. Mr. Hebert will investigate the information of the deeded
portion of that part of Manning Trail North deeded to McCarron.
Ann Rinlienberi!er/Certificate of Comnliance
Lisa Crum made a motion to approve the Certificate of Compliance for Ann Rinkenberger,
14363 Oren Road North, Scandia, MN 55073 for a home occupation for therapeutic
massages subject to hours of operation and a copy of the State License. Blair Joselyn
seconded the motion and motion adopted unanimously.
Womens Softball/Bingo
Kim Banken stated the Womens Softball League has been asked to take over the Scandia/Marine
Lions Turkey and Ham Bingo for the community and was questioning the fee for the usage of the
Community Center.

Lisa Crum made a motion to charge the Womens Softball League $50.00 for the usage of
the Community Center on November 21, 2003 and to review the fee schedule for usage of
the Community Center at the November 18, 2003 meeting. Blair Joselyn seconded the
motion and motion adopted unanimously.
Xcel Energy and Frontier Communications
Nancy Madden made a motion to approve the buried telephone service for Frontier
Communications on the south side of 240th Street from Olinda Trail to Pickett Avenue.
For electrical and gas lines under Oland Avenue for Xcel Energy. Blair Joselyn seconded
the motion and motion adopted unanimously.
Resolution Ordering Improvement and Preparation of Plans/Number 11-18-03-01
A letter was read from John and Susan Lindell, 11240 218" Street was read in regards to a
petition to remove 218"' Street from scheduled paving in 2004.
A petition was presented from Mr. and Ms. Robert Hansen and Mr. and Ms. Thomas Benick to
include 2130' Street in the 2004 Road Improvement Project.
Blair Joselyn made a motion to approve Resolution Number 11-18-03 Ordering
Improvement and Preparation of Plans for the 2004 Road Improvement Project and
include 213th Street. Nancy Madden seconded the motion and motion adopted
unanimously.
