On the above date New Scandia Planning Commission held their monthly meeting. The
following Board Members were also present: Chairman, Dennis Seefeldt, Vice Chairman, Paul
Rasmussen, Lisa Crum, Michael Hinz and Nancy Madden.
Walt Anderson & Jon Nelson
Planning Commission recommends to the Town Board to grant the variances to Walt Anderson/
Waland Companies, 23440 Melanie Trail, Scandia, MN 55073 and applicant Jon Nelson, 2106
Bradley Street, Maplewood, MN 55117. That part ofNW'/4 ofNE'/4 of Section 6. 1) Lot Size
10 acres and one acre of buildable to 6758 square feet, 2) 100 foot centerline setback to 63 feet on
240th Street North, and 3) 75 foot wetland setback to 57 feet on the grounds that it has been a lot
of record since 1920 and the property cannot be put to a reasonable use without these variances.
Conditions are: 1) 33 feet right-of-way on 240"' Street North be dedicated to the Township, 2)
Existing structure be removed, 3) Septic area approved by Washington County, 4) Wetlands to be
delineated by qualified and experienced delineator, 5) Wetland easements be surveyed and
dedicated to the Township, 6) No mowing within 50 feet of the Ordinary High Water (OHW) line
on 57 -foot variance, and 7) A 50 foot buffer be maintained between the wetland and the home.
Findings are a hardship due to the size of lot, wetland on south side and being a corner lot
buildable area is reduced due to setbacks from right-of-way. Variances will not alter the essential
character of the locality.
Paul Rasmussen made a motion to approve the Planning Commission recommendations for
owner Walt Anderson/Waland Companies and applicant Jon Nelson. Michael Hinz
seconded the motion and motion adopted unanimously.
Douglas Gates -Variance
Planning Commission recommends to the Town Board to grant the variances to Douglas Gates,
Concord Ave. Edina, MN 55424. Lot 6, Linnell's Bone Lake Addition. Street location 23080
Melanie Trail. The following variances are required to construct a dwelling. 1)"'M'S-izet.5
acres to 12,000 square feet, 2) Lot Width at OHW 150 feet to 75 feet, 3) Lot Width at Melanie
Trail 150 feet to 75 feet, 4) Road Frontage 160 feet to 75 feet, 5) Lake Setback from OHW of 100-
feet
OQfeet to 61 feet, and 6) Maximum Lot Coverage 25 % to 31 %, on grounds that the plight of the
landowner is due to circumstances unique to the property and the variances .if granted will not
alter the essential character of the locality. Conditions are that during construction property
methods be used to prevent runoff into the lake, the old shed is removed, the septic system be
inspected, and the secondary lot be legally tied to the existing lot. Findings are that the new
structure will be more compliant to the ordinances and will have less impact on the lake than the
old structure.
Nancy Madden made a motion to approve the Planning Commission recommendations for
Douglas Gates. Michael Hinz seconded the motion and motion adopted unanimously.
Greg Radefeldt/Preliminary Plat -Manning Overlook
The Preliminary Plat for Greg Radelfeldt-Manning Overlook was tabled and Mr. Radelfeldt
signed the 60 day wavier.

Christopher & Kimberly McCalla -Variance
Planning Commission recommends to the Town Board to grant the following variances to
construct a addition to existing dwelling for Christopher and Kimberly McCalla, 12280 228"'
Street, Scandia, MN 55073. Part of Govt. Lot 2, Section 8; Township 32, Range 20. 1) Lot Size
2.5 acres to 23,120 square feet. 2) Lake Setback from OHW of Bone Lake to addition 100 feet to
16 feet, 3) Lake Setback from OHW to garage 100 feet to 65 feet and 4) Road Setback from 228`x'
Street N centerline to garage 100 feet to 54 feet, be granted to build an addition to their home and
a detached garage on the grounds that it is a reasonable use of the property. Conditions are the
applicant shall apply for a building permit prior to construction, approve work shall be completed
no later than February 4, 2004, applicants shall close on adjoining lot they are purchasing and the
two lots are joined on the title, and the house is no taller than 30 feet. Charles Ellis moved to
strike the date of completion condition.
Nancy Madden made a motion to approve the Planning Commission recommendations for
Christopher and & Kimberly McCalla variance to construct an addition to existing
dwelling and to construct a garage. Lisa Crum seconded the motion and motion adopted
unanimously.
Review of Development Code
Charles Ellis requested a review of New Scandia Development Code to clean up discrepancies. A
workshop was scheduled for Tuesday, February 25, 2003 at 7:00 p.m.
