3-11-03 annual mtgMarch 11, 2003 On the above date New Scandia Township held the Annual Meeting. Chairman, Dennis Seefeldt, Vice Chairman, Paul Rasmussen, Lisa Crum, Nancy Madden and Michael Hinz. tc— The Clerk called the meeting to order and asked for nomination of a Moderator for the meeting. Bruce Swenson was elected. The minutes of the 2002 Annual Meeting were read. Mike White made a motion to accept the minutes for the 2002 Annual Meeting and motion adopted. The Clerk reported the expenditures for the fiscal year was $2,765,818.11. James Malmquist made a motion to accept the report and motion adopted. The Treasurer reported the revenue for the year of 2002 was $3,266,012.95. Mike White made a motion to accept the report and motion adopted. II • � � i%is%Z��,I Deputy Reedy reported that calls for service for 2001 was 1932 and for the year of 20022313. Deputy Reedy reviewed the Dare Program that he teaches at the Scandia School for 17 weeks and the program will be completed in April. Deputy Reedy will be working with office staff and the Town Board for a clearer definition of ordinance regulations. .James Finnegan/Assistant Fire Chief James Finnegan, Assistant Fire Chief gave the following report: In 2002 New Scandia Fire and Rescue responded to 187 emergency calls. 131 of these calls were for medical or rescue assistance and 56 were fire or emergency related. The department added one member to its roster: Debbie Peterson. had two members retire: Ken Milbrandt with 24 years of service and Dave Swiden with 4 years of service. We currently have 27 members and we will be conducting a recruitment drive this spring. 2002 marked the 50 -year anniversary for the department. On July 27the New Scandia Township Fire Department hosted a community celebration honoring all those who have served over the last 50 years and thanking the community for ongoing moral as well as financial support. Charles Ellis/Planning Commission Charles Ellis, Chairman of the Planning Commission reported on behalf of the Planning Commission. The Planning Commission processed three (3) Conditional Use Permits, thirty six (36) variances, seven (7) denied, four (4) Minor Subdivisions. Two (2) Major Plats, Sand Lake Overlook and Roman Empire. Thirty three (33) new homes were built in the township for the 2002 for an average value of $247,000 per home. Paul Rasmussen/Park and recreation Paul Rasmussen reported the township collected $23,500.00 in park fees for the year of 2002. The Lions Shelter is completed by the Hay Lake School Museum. The township approved the purchase of $5,000 Skate Board Equipment. Forest Lake Youth Service Bureau Karen Moreho e -a member of the Youth Service Bureau's Board of Directors. M 116de thanked New Scandia for the past support on behalf of the Forest Lake Youth Service Bureau and asked that the township continue their contract for services in 2004 in the amount of $5,000.00. Ms. Morehead state that of every dollar spent by the Youth Service 89 cents is spent on direct service to clients. Only 11 cents of the dollar is spent on management and fundraising. New Business Open Space Development Mike White suggested the Park and recreation Committee should have a plan for Park, Trail, Conservation Easements for Open Space Development. Arranging Candidates Names on Ballots Due to the new Election Laws candidates names on town ballots are to be arranged alphabetically unless the electors at the Annual Meeting choose to rotate the names in the same manner as State Elections. The decision to rotate names is effective for two years. Minn. Statue 205.17, Subd. 1. Charles Ellis made a motion to rotate the names in the same manner at State Flections for the next two years under Minnesota State Statue. James Malmquist seconded the motion and motion adopted.
