4-15-03 tbApril 15, 2003 New Scandia Township Board Meeting was called to order by Vice Chainnan, Paul Rasmussen. The following Board Members were present: Vice Chairman, Paul Rasmussen, Lisa Crum, Michael Hinz and Nancy Madden. Absent: Chairman, Dennis Seefeldt. Nancy Madden made a motion to approve the consent agenda. 1. Clerk's minutes have been presented for 03-18-03 and 04-01-03 Town Board and 14-01-03 Planning Commission 2. Treasurer's Report Balance February 28, 2003 $1,918,277.67 Receipts 39,171.22 Expenditures 394,820.11 Bank Charge -2.11 Balance $1,562,626.78 Michael Hinz seconded the motion and motion adopted unanimously. Cory Reedy/Deputy Deputy Reedy reported that the Dare Education at the Scandia Elementary School is almost completed. Deputy Reedy stated he will contact Chairman, Dennis Seefeldt regarding hours for the summer season. Park and Recreation/Paul Rasmussen Mr. Rasmussen reported he had received three (3) proposals for a Summer Playground Program and the proposals will be reviewed at the Park and Recreation Meeting on April 21, 2003. Tom Peterson/Township Engineer Gravel Bid for 2003 The following bids were submitted: 1. Dresel Trucking Modified $6.70, per ton, Aggregate $11.00 per ton, Class 5 $9.25 per ton J and C Trucking Modified $5.84 per ton, Aggregate $9.95 per ton, Class 5 $7.85 per ton Michael Hinz made a motion to award the Gravel Bid to J and C Trucking for the year of 2003. fancy Madden seconded the motion and motion adopted unanimously. New Scandia Town Board April 15, 2003 Page 2 Connexus Ener Michael Hinz made a motion to approve the installation of electric cable for Connexus Energy for service to 14025 185th Street. Lisa Crum seconded the motion and motion adopted unanimously. Frontier Communicaions Lisa Crum made a motion to approve the buried telephone cable for Frontier Communications at 12166 to 12120 228th Street. Michael Hinz seconded the motion and motion adopted unanimously. Burt Fischer/Accessory Building Mr. Fischer presented a drawing for an accessory building located closer to the road then the house. Mr. Fischer was informed he must apply for a variance and that a site survey of the property would suffice for the variance request. Dean Lindgren/Marine Water Management Organization Mr. Lindgren reviewed the orphan area of the Township that is not currently affiliated with a water management structure. The Marine Water Management Board unanimously voted to amend the Marine Water Management Organization Joint Powers Agreement to include that area. Nancy Madden made a motion to adopt the Resolution for the Inclusion of an Area of the Town of New Scandia Into the Marine -On -St -Croix Water Management Organization. Lisa Crum seconded the motion and motion adopted unanimously. Mr. Dean Lindgren has resigned his position on the Marine Water Management Organization. The township office was directed to advertise the vacancy on the Marine Water Management. Larry Bies/Syd Stephan Business Mr. and Ms. Larry Bies expressed their concerns regarding the business that Syd Stephan operates from his residence at 22250 Meadowbrook. They stated that Mr. Stephan operates a Landscaping, Irrigation and Snowplowing Business on the premises. They questioned if the property is zoned for all these uses. The township office would contact Ann Twerdo with Washington County Land Management to visit the site and specify the zoning violations. Agreement for Building Inspection Services Nancy Madden made a motion to approve and sign the Agreement for Building Inspection Services between New Scandia Township and John Ludwig. Michael Hinz seconded the motion and motion adopted unanimously. New Scandia Township April 15, 2003 Page 3 Public HearinLy for Vacation of Part of 213th Street Nancy Madden made a motion to adopt Resolution No. 4-15-03 Calling for a Hearing on Street Vacation of That Part of 213th Street. Michael Hinz seconded the motion and motion adopted unanimously. Pay Increase for Election Judges Lisa Crum made a motion to increase the pay scale for Election Judges to $9.00 per hour and Head Election Judge $11.00 per hour.
