On the above date New Scandia Planning Commission held their regular monthly meeting. The
following New Scandia Town Board members were also in attendance: Chairman Dennis
Seefeldt, Vice Chairman Michael Hinz, Lisa Crum, 8. fiehapkffin% and Nancy Madden.
Roser Bergmann -Preliminary Plat, Hillshade Farm
Planning Commission recommends to the Town Board to approve the preliminary plat request for
Roger and Jane Bergmann, Hillshade Farm, to divide 61.6 acre parcel into 6 lots: four lots of 4.0
acres, one lot of 22.13 acres and one lot of 22.17 acres at 23389 Paris Avenue North. Part of the
N ''/z of the SW 1/4 of Section 1, Township 32, Range 20. The site variance for existing garage be
approved on the grounds that the proposed design is consistent with the Township Ordinance and
the Comprehensive Plan and does meet density requirements, Conditions are 1) the driveway
location for all lots be identified and approved, 2) soil testing be completed and approved by
Washington County along with septic systems sites, 3) drainage easements be prepared and
submitted to the Township, 4) parkland fees of $1,000.00 per lot be paid, 5) existing garage be
screened to meet Township approval, 6) the proposed extension of Paris Avenue satisfy the
unique requirements dictated by topography and the fact that a adjacent lands are already
developed, 7) the Park Committee reviews the plat for potential park dedication land in lieu of
fees, 8) remove shed between Lots 5 and 6 as within the setbacks, 9) pave both sides of road to
Township standards, 10) plat is subject to approval of the ordinance being amended to allow lots
of 2 to 4 acres in Agricultural Zoning, and 11) follow Marine Water Shed recommendations to
the degree they can be followed to protect this orphan area of the watershed. Findings are it is a
reasonable use of the property.
Blair Joselyn made a motion to approve the Planning Commission recommendation for the
Plat of Hillshade Farm for Roger Bergmann. Michael Hinz seconded the motion and
motion adopted unanimously.
Amendments to the Development Code
Mr. David Hebert presented Ordinance No. 79 to amend Ordinance No. 74 in which the part
about AG signs was removed as well as the reference to Gammelgarden in the rezone of the
General Business areas south of Highway 97 to Retail Business.
Planning Commission recommends to the Town Board to approve Ordinance No. 79 to amend
Ordinance No. 74. as presented by David Hebert.
Nancy Madden made a motion to approve the Planning Commission recommendation to
approve Ordinance No. 79 to amend Ordinance No. 74. Lisa Crum seconded the motion
and motion adopted unanimously.
A new sign ordinance was proposed to allow 135 sign days for local farmers to advertise their
produce.
The Planning Commission recommends to the Town Board to approve Ordinance No. 80 on the
grounds it is consistent with the town's Comprehensive Plan to preserve open space.
