A special joint meeting of the Scandia City Council and Planning Commission was held on the
above date. Mayor Randall Simonson called the meeting to order at 6:30 p.m. The following
were present: Council members Connie Amos, Chris Ness, James Schneider, Sally Swanson and
Mayor Randall Simonson; Planning Commissioners Christine Maefsky, Susan Rodsjo, Tom
Krinke and Steve Philippi. Absent: Planning Commissioner Peter Schwarz. Staff present:
Administrator Anne Hurlburt.
The group viewed "The Dollars and Sense of Preserving Community Character," a video by the
Conservation Fund.
Planning Commissioner Rodsjo gave an overview of the Scandia Architectural Design
Guidelines. She explained their connections to the vision, goals and policies of the
Comprehensive Plan, which seek to preserve the historic character of Scandia. She described
how the guidelines have been used by property owners on recent remodeling projects in the city.
The group discussed how historic areas of the city (such as Copas) were considered in the
Comprehensive Plan and the need to attract desirable development, such as life -cycle housing.
Resident Dan Willius spoke of the importance of the intersection of Highways 95 and 97 as an
entry to the city and for its view into the St. Croix Valley. Planning Commissioner Maefsky
noted that the Planning Commission expects to take up the analysis of scenic views in the spring,
a project which was begun in the Comprehensive Plan.
The meeting adjourned at 8:15 p.m.
