City Council meeting, July 17
As an FYI, the council was informed that the planning for Vinterfest is transitioning to the Lions club.
Year 1 (2019) is a 'trial -run' and assuming all goes well, the Lions will take over planning going forward.
PRC members will stay involved to help as needed with planning.
Additionally, the council was apprised of the upcoming PRC -sponsored Taco Daze World Famous
Pickleball tournament, to be held on the soon-to-be newly refinished Tennis / Pickleball Courts adjacent
to the community center.
Mayor Maefsky asked about Lilleskogen park, seeking clarification on the strip of property that connects
the east side of Lilleskogen park to Olinda Trail. Her query was related to the theme of connectedness
and walkability on Scandia. No action was taken; however, usage of this section of the property should
be considered in future planning for the park.

The council reviewed the proposed 2019 budget at the August 1st work session. This meeting was a
'starting point' of the budget process. I explained how we came up with the capital recommendations,
with information from our tour, various discussions, and valuable input from Maintenance Director
Hawkinson. The dollar amounts were budgetary estimates only. The park capital improvements in the
budget are those recommended by the PRC at the June 2018 meeting.
Next steps in the process includes additional review at the September work session, followed by
approval of the levy at the September regular meeting. Upon budget approval, estimates or bids can be
created for each project. Each will need separate approval.
While this was a discussion regarding 2019, the PRC was authorized to seek an estimate for a water
fountain at Lions park. In a follow up conversation with Administrator Soltis on Aug 2, he stated that he
would talk to Bolten and Menk regarding how to get bids for the well work needed.
Budget for our programs remains. While generally there is a modest fee for programs such at the camps
or tennis lessons, Mayor Maefsky asked if and how we would be able pursue providing these programs
to those without the means to pay.
While noting the importance of and supporting these capital improvements, the council asked about
PRC's long-term planning, as it fits into the comprehensive plan. Additional efforts and updates are
needed for a vision for 2040 regarding the parks and trials plan for Scandia. PRC should also coordinate
with the upcoming tourism assessment for input to long range planning.
