Re: Winter Skating Programs
Background:
Last year, we offered three skating programs:
Pleasure Skating (K-6th grade)
Last year, there were 9 students registered for this program at a rate of $25 for the six-week
program. Parks and Recreation Committee member Dustin Hegland volunteered to supervise
the class.
Learn to Skate (for beginner and advanced skaters)
There were 16 students registered for these programs at a rate of $65 for the six-week class
with 80 percent of the registration fees going to the instructor, Kathryn (Katy) Herman . Katy
Herman has been a contracted instructor for the past five years for the Learn to Skate
programs.
At the October 1, 2018 meeting of the Parks and Recreation Committee, members
recommended offering the Pleasure Skating program and Learn to Skate programs this coming
winter season.

Issue:
Should the City Council approve the winter programs being recommended by the Parks and
Recreation Committee for the 2019 season?
Proposal Details:
Hegland volunteered to supervise the Pleasure Skating program. Staff is proposing the same
registration fee as last year. The Pleasure Skating program would run the same time as last
year’s program, from 3:50 p.m. to 5:00 p.m., one day a week (Thursday) for six weeks beginning
Thursday, January 3, 2019, at a cost of $25.
Staff met with Herman, the Skating Director of Cutting Edge Skating Club (CESC) in Forest Lake
and experienced coach, who taught the Learn to Skate program for the past five years. Herman
is interested in teaching the class again this coming winter. Herman is proposing the same
registration fee as last year. The Learn to Skate program would run the same time as last year’s
program, from 3:50 p.m. to 5:00 p.m., one day a week (Wednesday) for six weeks beginning
Wednesday, January 2, 2019, at a cost of $65. If possible, cancellations due to inclement
weather or poor ice conditions could be rescheduled.

1. Approve the recommended skating programs.
2. Do not approve the recommended skating programs.

Learn to Skate Program: Beginner and
Advanced
The six-week Learn to Skate program will be
taught by a trained coach and director of the
Cutting Edge Skating Association. The Learn to
Skate program is structured to teach recreational
skating to children of different abilities. The
Learn to Skate program for beginners is directed
at children who have little or infrequent skating
experience, but can stand on their own. The
beginner skaters will learn techniques for falling
safely, forward march and forward skate, 2 foot and 1 foot glides, forward swizzles, backward
wiggle, backward swizzles and 2 foot snowplow stop. The Learn to Skate program for the more
advanced skaters would work on backward stroking, back crossovers, t-stops and/or hockey stops,
and mohawks. There will be a bus available for kids to take from Scandia Elementary to the
Community Center. Helmets are recommended. Register by December 21. Be sure to indicate
whether you are registering for the beginner or the advanced program.
Min/Max Enrollment 5/20 for each class
Location: Wojtowicz Skating Rink at Scandia Community Center
Time: 3:50 p.m. – 5:00 p.m. Students must be picked up no later than 5:15 p.m. to avoid a
penalty fee of $10 every half hour beyond 5:15 p.m.
Day: Wednesdays from January 2 – February 6
Cost: $65 ($70 after December 21)
Pleasure Skating: K-6th Grade
Have fun, enjoy the fresh air and get some exercise on Scandia’s big rink. Parks and Recreation
Committee member Dustin Hegland will be available to provide supervision and guidance. There
will be a bus available for kids to take from Scandia Elementary to the Community Center.
Helmets are recommended.

deadline to the City of Scandia, 14727 209th Street North, Scandia, MN 55073. Enrollment is limited and pre-
registration for all activities is required. If a program fills, a limited wait-list may be available. Refunds will be issued if
the program is cancelled; you will be notified at least 3 business days prior to the class if there is a cancellation. Refunds
will not be issued for non-attendance unless your cancellation is received at least one week prior to the start of the
class. Assume all classes will run as scheduled. If school is closed or let out early due to weather, classes will be

BUS TRANSPORTATION TO THE RINK
Bus service to the rink is available for all students. If you wish to utilize this service you will need to have a signed bus change
form to ride bus #24 on file in the Scandia Elementary office. Please request one from the office by calling 651-982-3300.
Only students with a signed form on file will be transported on a Forest Lake School Bus to the rink. Students will need the ir own
transportation after the program.

Re: Kathryn Herman Program Agreement
Background:
For the past five winter seasons, the Parks and Recreation Committee offered a Learn to Skate
program. The program was successfully run by Kathryn Herman, who received 80 percent of
the registration fees. The cost of the class was $65 for the six-week program last year and had
16 registrations. Herman would like to offer the Learn to Skate program again this year.
Issue:
Should the City Council approve an agreement to offer the Learn to Skate Program for the 2019
season with 80 percent of the registration fees to go to Herman ?
Proposal Details:
The Parks and Recreation Committee is proposing a structured Learn to Skate Program that
would be taught by Herman, the Skating Director of Cutting Edge Skating Club. The class would
run the same time as last year’s program, from 3:45 p.m. to 5 p.m., one day a week for six
weeks at the rate of $65. Herman would receive 80 percent of the registration fees as
compensation.
Herman is the Skating Director of Cutting Edge Skating Club in Forest Lake. Herman also
coaches the CESC’s figure skating club and their Learn to Skate program. Herman is a member
of the ISI, and has completed concussion training required by the State of Minnesota for all
coaching staff.
A copy of the proposed agreement between Herman and the City was modeled after last year’s
agreement and is included in your meeting materials.
Options:
1. Approve Agreement with Kathryn Herman for the Learn to Skate program.
2. Amend and then approve the Agreement with Kathryn Herman for the skating program.
3. Do not offer the skating program.

Re: Seasonal Ice Rink Staffing
Background:
Last year the warming house was staffed by five seasonal Ice Rink Attendants, supervised by a Skating
Supervisor. The City also hires a seasonal Ice Rink Maintenance Worker, who is responsible for flooding
the rink and maintaining the ice during the season. Staffing should be completed by December 1;
tentative opening date for the rink will be in mid-December.
Issue:
What should the hiring process be for seasonal ice rink staffing for the 2018-2019 season?
Proposal Details:
Staff is requesting the Council authorize the advertising for applications for Ice Rink Attendants at a rate
of $9.65 per hour. This rate is the new minimum wage and is competitive with other employers. Staff has
contacted previous attendants and it appears three are interested in returning so at least two new staff
may be needed to be hired and trained. (Staff is waiting to hear back from one of the attendants.) The
Council is also requested to delegate the interview process to staff. Interviews would be conducted by
the Office Assistant and Skating Supervisor with recommendations for hiring coming back to the Council
at a future meeting.
Gunny Stolts, Reed Nelson, and Callie Johnson have agreed to return as Ice Rink Attendants. Staff is
requesting Stolts, Nelson, and Johnson be approved as Ice Rink Attendants at $9.65 per hour, the
minimum wage. Effective January 1, 2019, the minimum wage will be increased to $9.86 per hour.
John Beattie has agreed to return as Skating Supervisor. Staff is requesting Beattie be approved as the
Skating Supervisor at the rate of $11.82 per hour. Last year, Beattie’s rate of pay was $11.57 per hour.
Consistent with past practice, returning staff are compensated with an increase in pay for their
experience.
Benjamin Johnson has agreed to return as Ice Rink Maintenance Worker. Staff is requesting Johnson be
approved as the Ice Rink Maintenance Worker at a rate of $11.00 per hour. Last year, Johnson’s rate of
pay was $10.75 per hour.
Fiscal Impact:
For Ice Rink Attendants, the 2018 starting pay is recommended to be $9.65 per hour; the minimum wage.
Effective January 1, 2019 the minimum wage will be $9.86. The Skating Supervisor’s pay is recommended
to be $11.82 per hour. The Ice Rink Maintenance Worker’s pay is recommended to be $11.00 per hour.
Options:
1) Authorize staff to advertise for Ice Rink Attendants at pay ranges proposed and complete the
interview process. Approve hiring John Beattie as Skating Supervisor at $11.82 per hour. Approve
hiring Gunny Stolts, Reed Nelson, and Callie Johnson as Ice Rink Attendants at $9.65 per hour.
Approve hiring Benjamin Johnson as Ice Rink Maintenance Worker at $11.00 per hour.
2) Approve some but not all of the items listed above.
