Dear Mr. Soltis:
In response to your request, we prepared this proposal for engineering services associated with the design
of the trail extending between the proposed Scandia Trailhead and the location proposed trail tunnel under
Washington County CR 52 (Oakhill Road), referred to as the “Scandia Segment”. We will prepare plans
and specifications to position the project for bidding and construction when additional funding becomes
available.
We anticipate notice to proceed will be received on or shortly after October 16, 2018 with estimated
completion in April 2019. Attached is a detailed Scope and Fee Estimate.

Project Scope
City of Scandia, in cooperation with the State of Minnesota through the Commissioner of the Department
of Natural Resources is planning to design approximately 1+ mile segment of the Gateway Trail between
the proposed Scandia Trailhead and CR 52 (Oakhill Road). A summary of our approach to the key project
elements is outlined in the following task descriptions.
Task 1: Project Management/Communications
• We will have ongoing communications with City and State/DNR Staff throughout the project
development, various stages, and manage the project in accordance with all the provisions outlined
in the executed agreement.
• We will meet with the Watershed District to discuss the project and review their requirements.
• Project Communications:
o The design efforts will be sensitive to adjacent land uses during and after construction. To
keep the project progressing, coordination is required with the affected property owners and
the public.
o Property Owner Meetings – We will attend small group or individual property owner
meetings scheduled and led by the State/DNR to discuss project opportunities and impacts
specific to the adjacent properties.
o Public Open House - One public open house will be held to inform interested stakeholders
of the project and recommended design, listen and document input, and identify
opportunities.
Task 2: Data Collection (Topographic Survey & Utility Identification)
• Traverse from existing known survey monuments will be performed to establish control within the
project area.
• Survey the trail corridor adjacent to CR 52/Oakhill Road, vicinity of proposed trailhead, and
vicinity of delineated wetlands. The survey time estimated assumes the work will be completed
during normal working conditions (no snow or ice). We understand no right-of-way acquisition is
anticipated, permanent or temporary. Areas where topographic survey work is not anticipated, 2-
Foot LiDAR contour data will be utilized to establish elevations for design purposes.
• Download collected survey points into AutoCAD and verifying the survey information.
• Establish a Gopher State One-Call design-locate ticket to identify and map all existing public and
private utilities within the corridor. Utility coordination meetings will be held to coordinate directly
with impacted utility owners if needed.
Task 3: Wetland Services
• Prior to beginning the delineation, we will compile available background information. This
information includes National Wetlands Inventory, MNDNR Public Waters Inventory,
Washington County Soil Survey, 2-Foot LiDAR contour data, and historical aerial imagery of the
site. This information will be used to identify any possible wetlands on the subject parcels. The
collected data will be presented in the delineation report as GIS based figures.

• We will visit the site to delineate all wetland boundaries within the designated study corridor.
The delineation will include performing transects and sampling near those wetlands, placing 3-
foot pin flags at the limits of any wetlands found, using a sub-meter GPS unit to accurately locate
and map each point, and preparing a written report of our findings.
• In some cases, the reviewing agencies request additional information and/or a Wetland Technical
Evaluation Panel (TEP) meeting during the review process. We will attend necessary meetings
requested by the TEP to discuss the acceptance of the delineated boundaries or to prepare
requested additional information for the agencies.
Task 4: Preliminary Design
• Develop a conceptual geometric layout of the proposed trail that will include a 10’ wide paved
trail and 6’ wide graded equestrian trail within the existing right-of-way and permanent
easements already acquired and associated facilities including the Scandia Trailhead.
• Develop Preliminary construction plan that will include trail alignments, profiles, geometry, and
construction limits similar to the sample plan from the DNR but utilizing Bolton and Menk Civil
3D template. The layout will also include design curve data and existing and proposed typical
sections. Cross sections will be analyzed to determine impacts to utilities, properties, and other
features along the corridor.
• Development of preliminary construction cost estimate that corresponds with the geometric
layout/trailhead will be completed.
• Preliminary layout will be presented to the State/DNR and City for review and approval prior to
proceeding with final design.
Task 5: Final Design, Specifications, Statement of Estimated Quantities
• We will prepare final construction plan sections to include:
o Title sheet, statement of estimated quantities, and quantity tabulations
o Miscellaneous construction details, standard plans, and typical sections
o Alignment plan, existing conditions, and removal plan
o Turf Establishment and erosion control plans
o Cross sections
• Drainage Design
o Preparation of plan sections and documentation to include drainage plans and storm water
pollution prevention plan (SWPPP).
o We assume that no permanent storm water management is required, but storm water
should be collected within turf ditches and buffers as best as practical.
• Final Plans will meet the requirements of the Americans with Disabilities Act (ADA) for facilities
of this type and shall be in the format required by the State/DNR.
• Specifications will be prepared as outlined in the agreement for the Scandia Segment of the trail.
• We will complete internal quality assurance/quality control reviews for plan completeness and
constructability.

It’s our understanding the following items were not to be included within the scope of our work and will
either not be required or will be completed by the State/DNR:
• Soil Borings
• Project Memorandum/Environmental Report, Historical/Archeological Review, and Threatened
and Endangered Species Review.
• (Wayfinding signs, landscaping, lighting, benches, etc.) Amenities will not be included in the
plans or specifications.
• The State/DNR shall obtain all federal and state permits necessary for the construction of the trail
including the necessary permit from Washington County for use of CR 52 right-of-way.
• The State/DNR will schedule and lead small group or individual property owner meetings.
FEES
Bolton & Menk will provide the services to complete the tasks outlined above on an estimated hourly
basis and will work diligently in an effort not to exceed the costs as outlined below.
