5. Staff Report - 201 Change OrderStaff Report To: City Council c From: Tim Kieffer, Director of Public Works P57�-. Date: February 4, 2015 S /\ D /� Re: 201 Improvements Project Change Order 17�1�1 1 �1 Background: In 2014 the Council awarded improvements to the 201 sewer system. They included new panels, valves, and pumps at lift stations Bliss 3 and 4 and Anderson/Erickson. A master control panel was installed at the Public Works Building to collect data and alert staff to problems. The bid proposed a 10 foot antenna at Anderson/Erickson to communicate with the Bliss station where the antenna was mounted to the warning siren. The Bliss station was to be used as a repeater because of the higher elevation. It was noted in the contract that a formal path study was not completed. After the panels were installed it was discovered that a hill between the Master and Bliss stations prevented communication. A formal path study was done by Automatic Systems to determine solutions. At the January Work Session, Council was presented three options but requested additional information. Proposal: Included in your packet are quotes from Automatic Systems with possible solutions. Anderson/Erickson Drainfield Pole: 6,772 + 3,215 + 2,000 = $11,987 A 40' pole would be installed at the drainfield instead of at the actual control panel. The City would need to secure an easement to directional drill from the panel to the pole which would include an existing monitoring well. A radio path study has been performed which shows using Anderson/Erickson as the repeater. This option allows for Bliss 1 and 2 to be added at a later date. Public Works Pole: 5,377 + 1,500 = $6,877 A 90' pole would be installed at Public Works. The Council would need to consider an ordinance change to exempt publicly owned utility poles from the height restriction or the City would apply for an Interim Use Permit for Wireless Communication Antennas. An ordinance change could cost a couple hundred dollars while an IUP could cost a couple thousand. It is unknown if Bliss 1 and 2 can be added later. Bliss Drainfield Pole: 6,596 + 1,500 = $8,096 An 80' pole would be installed at the Bliss drainfield. The Public Works Building would require a new antenna mast that would extend 25' above the building. The status of Bliss 1 and 2 are unknown. VHF Radios: 8,585 + 1,500 = $10,085 Initially the City chose not to go with the VHF radios because of the ongoing FCC licensure cost which can be a couple hundred dollars per site every few years. As noted in the estimate, this may not address the Anderson/Erickson site or Bliss 1 and 2. Each site is independent from one another and can't be used as a repeater without multiple radios per site. Using an existing Cellular Tower: 22,582 + 1,500 = 24,082 An antenna would be mounted 120' high to an existing cell tower. This would require a Nema 4X outdoor enclosure, power supply, a custom antenna mounting bracket, antenna lighting protection, and customer terminal blocks. Staff would recommend another radio path study be completed for all the options except the Anderson/Erickson Drainfield option to ensure that the remaining lift stations will be accounted for in the future. The cost of a radio path study is estimated at about $1,500. Automatic Systems is certain the pole at Anderson/Erickson can be used as a repeater for Bliss 1 and 2. Issue: Which option should be pursued in order to obtain telemetry between the stations? Fiscal Impact: Currently the 201 Fund Balance has approximately $153,000. The balance will be $58,000 once Automatic Systems is paid. Options: 1) 40' pole at the Anderson/Erickson Drainfield. 2) 90' pole at the Public Works Building. 3) 80' pole at the Bliss Drainfield 4) Install VHF radios. 5) Use an existing cell tower. 6) Other options.
