Re: Planning and Zoning Request — Bakken Property

Dear Ms. Handt:
We have completed our review of the information that has been submitted for application for Planning
and Zoning Request by the property owners located at 11498 239th Street N and have the following
comments:
1. Per Chapter 3, City of Scandia Development Code, Minimum Right -of -Way width for the cul-de-
sac shall be 120 feet (60 feet radius), label/dimension and show accordingly on the proposed
plans. All easements changes need to be recorded with Washington County.
2. Per Chapter 3, City of Scandia Development Code corners at the entrances of turn -around
portions of the cul-de-sac shall be rounded by a radius of not less than 30 feet. Revise the
proposed radius of 25 feet to 30 feet.
3. Bituminous (blacktop) material shall be the following street material per the City Engineering
Standards and Detail Specifications: Wear Course—SPWEB240C, Base Course—SPNWB230C.
4. Bituminous Base Course thickness shall be modified from 1.5" proposed to 2.5"required per the
City Engineering Standards and Detail Specifications.
5. Proposed center cul-de-sac elevation of 931.0 shall be raised to ensure 2% cross slope in cul-de-
sac corners is achieved.
6. Schedule of Materials Construction Testing shall be completed with the proposed road
construction that includes gradations of material placed and compaction tests.
7. All organic material must be removed in the sub -base and the subgrade must be approved by
the City prior to placing any fill material.
8. Drainage is difficult to review in the proposed ditch/right-of-way areas. These areas shall be
graded so drainage flows freely and no standing water will occur in the graded areas.
9. Submitted plans do not propose any culvert work to be completed. If any driveway culvert work
is to be completed these plans need to be revised to show that work.
10. Additional plans shall be submitted that include construction limits, removals, clearing &
grubbing limits, erosion control plans -silt fence & other bmp's, location of topsoil stockpiles,
restoration plans -erosion control blanket & seeding areas.

General Comments
All construction work shall be completed within City approved working hours.
A Preconstruction Meeting will be required with City staff prior to any mobilization of
construction equipment or material.
3. A Gopher State One Call is required before any excavation work can start.
4. Work should be coordinated with Private Utilities to allow extension of services at the same
time the street work is happening.
5. The site improvements shall conform to the requirements of the Watershed District and the
Owner may be required to obtain a permit.
