SCANDIA GOOD NEIGHBOR AWARD PROCLAMATION
WHEREAS, respecting and caring for others is a hallmark of the American character, and
central to how we as a community live; and
WHEREAS, respect and care for and from neighbors creates a more sustainable, resilient
community and makes Scandia a great place to live and be; and
WHEREAS, being a Good Neighbor increases the well-being of individuals and of the
community in which they live; and
WHEREAS, Scandia throughout its history has been the beneficiary of being a community of
Good Neighbors; and
WHEREAS, T.J. and Dr. Nicole Smith went above and beyond in helping save the well-being
and possibly the life of Jacob Schwelling when, on June 28, 2018 he was involved in a serious
motorcycle/deer accident; and
WHEREAS, T.J. and Dr. Nicole Smith thinking that they saw a possible accident, went out of
their way to investigate and came upon Jacob in the roadside ditch, thrashing about and
putting himself into the position of doing permanent damage to his spine; and
WHEREAS, T.J. being an EMT and Nicole being a physician, recognized the danger Jacob was
facing and, waiting for the ambulance to arrive and strap him down, held him immobile quite
possibly saving Jacob from becoming a quadriplegic as he missed damaging his spinal cord by
mere centimeters; and
WHEREAS, in this remarkable way, T.J. and Dr. Nicole Smith, both also members of the
National Guard, have demonstrated the qualities of being Good Neighbors and have been
nominated to receive this Award
THEREFORE, BE IT RESOLVED that the City of Scandia presents the Scandia Good Neighbor
Award to T.J. and Dr. Nicole Smith in recognition and appreciation.
