Re: Liquor License Renewal
Background:
Ordinance No. 93, adopted on January 2, 2007, regulates liquor licensing within the City of
Scandia. The Washington County Sheriff’s Department conducts compliance checks and reviews
license applications on behalf of the City. Five businesses in Scandia have liquor licenses which
expire on December 31, 2018.
Issue:
Should renewal of AJL Enterprises Inc. and Big Marine Lake Liquor licenses be approved?
Proposal Details:
AJL Enterprises Inc, dba Scandia Olde Towne Liquor (Off-Sale) and Big Marine Lake Liquor (Off-
Sale) have submitted license renewals for 2019. The applications are in conformance with the
requirements of Ordinance No. 93. License fees have been paid. The Sheriff’s Department has
completed the investigation for Scandia Olde Towne Liquor and has found no issues with the
license. There was one compliance check failure at Scandia Olde Towne Liquor in July. The City
conducted the public hearing on the violation which resulted in a $500 civil penalty and a one-
day license suspension to occur on January 7, 2019. The fine was paid to the City on October
22, 2018.
The investigation for Big Marine Lake Liquor is pending. No compliance check failures were
reported for this business in the past year.
Options:
1) Approve the renewal of liquor licenses for Scandia Olde Towne Liquor (Off-Sale) and
Big Marine Lake Liquor Store (Off-Sale) pending the Sheriff’s investigation.
2) Delay action on the liquor license renewals.
3) Do not approve the liquor license renewals.
Recommendation:
Option 1.
