Dear Mr. Sandberg,
In November of 2013, the City of Scandia submitted the St. Croix River Bluff Erosion Control and
Stormwater Quality Project, which is has been termed the Log House Landing Project, with Washington
County as their project sponsor for the State Park Road Account Program. After receiving notification of
being a successful recipient of the funds the City received a significant amount public outcry with regards
to the improvements that where proposed in the application. An advisory committee was formed,
numerous meetings were held and a revised scope of improvements was ultimately supported by the City
Council.
The revised project includes constructing a 13 -foot wide road with pullouts and parking on the portion of
205' Street N from Quint Ave to the St. Croix River as shown on Figure 1. Although this project will
reduce the construction foot print, minimize the amount of tree clearing and will help to protect the rural
character of the road, it does require a variance from the Minnesota Department of Transportation
Variance Committee for use of the grant funds. Correspondence with staff has lead us to the conclusion
that a variance will likely not be granted. The City is proposing to construct the Log House Landing
Project, as supported by the City Council, with local and watershed funds and reallocate the State Park
Road Account funds to be used on the adjacent street, Quinnell Avenue N.
Quinell Avenue N. provides access to the Log House Landing Project (205'b Street N) from State Trunk
Highway 95 on both the north and south ends as shown on the attached Figure 2. The road has been
identified in the City's Capital Improvement Plan for reconstruction as the road has deteriorated to a point
where significant improvements are required to maintain a safe and drivable surface as shown on the
attached photos.
The improvement project will reclaim the existing bituminous pavement, reshape the aggregate base to
provide improved surface drainage, and install a 22 -foot wide bituminous surface with 2 -foot gravel
shoulders along with other related construction activities. All necessary permits will be obtained for
approval. The improvements stated above meet the minimum geometric design standards for
reconstruction utilizing State Park Road Account funds, therefore, eliminates the need for a variance
request.

The total construction cost for Quinnell Ave. N is estimated at $480,000, as shown on the attached
Preliminary Cost Estimate. The initial improvements to Log House Landing were estimated at $400,000.
The City understands the project costs for Quinnell Avenue N. will require them to finance more than the
50% cost match that was proposed in the initial application.
We are requesting the State Park Road Account funds that were to be used for the improvements for Log
House Landing Project be repurposed for the improvements to Quinnell Ave N. Please review and contact
