Re: Meister’s Bar and Grill Authorization to Sell Liquor During Vinterfest,
January 26, 2019
Background:
State statute allows the City Council to authorize holders of a retail on-sale liquor license to sell
alcohol at a community festival or at any convention, banquet, conference, meeting or social
affair conducted on the premises of a sports, convention or cultural facility owned by the City.
Issue:
Should the City Council authorize Meister’s Bar and Grill to sell alcohol during Vinterfest to be
held January 26, 2019?
Proposal Details:
Meister’s Bar and Grill has applied for a temporary off-premises sales liquor license to sell beer
and liquor during Vinterfest on Saturday, January 26, 2019, from 10 a.m. to 11 p.m. The
location of the serving area will be at the Community Center grounds.
Fiscal Impact:
The $50 application fee has been paid.
Options:
1) Approve the temporary off-premises sales liquor license with the following conditions:
• Contingent on renewal of 2019 liquor license.
• Provide the City with a Certificate of Insurance naming the City as an additional
insured no later than January 1, 2019.
• The City approves the location of the serving area.
• Sales of alcoholic beverages cease when the Minnesotan Cup adult hockey
tournament championship game begins as recommended by Staff.
2) Approve the temporary off-premises sales liquor license with different conditions.
3) Do not approve the temporary off-premises sales liquor license.
