5.b) Administrator ReportSNIA Staff Report Date of Meeting: January 7, 2019 To: Parks & Recreation Committee From: Neil Soltis, Administrator Re: Administrator's report Lilleskogen Park — The 2019 Capital Budget as approved included $10,000 for wetland restoration at Lilleskogen Park. Bolton & Menk, the City's engineers, identified an opportunity to leverage those funds through the MnDNR's Conservation Partners Legacy Grant Program. A 10% match of non -state funds is required for all grants. Bolton & Menk submitted a grant request by the September 17 deadline that seeking a grant of $99,300 to implement a projects identified in the Lilleskogen Park plan. The DNR review committee felt that the cost per acre was very high for this type of project and had questions about some of the projects that would be funded and whether they are eligible for funding under CPL. The main issue is the grants criteria is focused of habitat restoration. Their next traditional cycle will open 8/1/2019. Any of the unused wetland restoration funds can be used as the City's match. The issue is to identify a project scope that meeting the grant criteria. Veterans Memorial —The Veterans Memorial Committee has approached the City regarding the potential for the City to act as fiscal agent for the remaining funds in place of the Scandia Marine Lions Foundation. The Committee's intention is to contribute $4,500 towards sidewalk costs at the park and the balance of funds then would be requested to be set up in a city account for future memorial purposes. The Committee has been asked to formally make this request to the Council. This will also require a modification to the agreement that places the burden for funding future maintenance of the memorial on the Lions Foundation. A discussion on the proposal will be brought to the Council at the January meeting. Gateway Trail — Bolton & Menk has completed survey and wetland delineation work on the Gateway Trail segment from behind the old fire hall to the location of the tunnel under Oakhill. They met with DNR staff in December to review the work and some preliminary routing information. It is anticipated that there will be a public meeting on the proposed route this coming spring. MnDNR staff is working on the design for the tunnel under Oakhill Road, the segment from Oakhill to William O'Brien State Park, and within the park. Scholarships for Recreational programming — At the Council work session Mayor Maefsky initiated a discussion regarding providing funding for recreational programming that would cover both youth and adults. Drafts of the forms are on the following pages. The Council will continue to discuss the proposal at the next work session. This program is available for Scandia residents only. All information submitted in application for financial assistance will be held confidential by the City. Who is eligible? • All applicants must be residents of the City of Scandia • Residents of all ages • Applicants who currently have outstanding balances with the City of Scandia are not eligible for Program Scholarships How much assistance can a family (including single adults) receive? • Scholarships granted reduce the program fees by 2/3 and require 1/3 of the program fee be paid for the program(s) requested. • Each eligible family (single adult) can receive up to $50 per person per year with a family maximum of $200 per year. • The 1/3 co -payment will be required at the time of registration for all programs.
