Re: Capital Improvement Committee
Background:
In 2017 the City Council appointed a Capital Improvement Committee to work with staff to
develop a 2017 – 2022 Capital Improvement Plan (CUP) and to look beyond those years for
projects that will have a major impact on the City’s finances for an additional 5 years. In 2016
the Council determined that appointing a committee on an annual basis with the task of
updating the CIP plan was not necessary and that a biennial cycle would be more appropriate.
After the CIP plan is developed it is reviewed by the Planning Commission for consistency with
the current comprehensive plan before consideration by the City Council as a part of the
budget process. The 2017 CIP Committee was comprised of 4 citizen representatives, Fire
Chief, Public Works Director, and Administrator. Previous Committees contained a larger
number of members with a mix of Council, Commission and Committee members along with
citizen representatives.
Issue:
How would the Council like to proceed with formation of the Committee to work on the 2019 –
2024 Capital Improvement Plan?
Proposal Details:
At this point the composition of the Committee should be determined at which point the City
can seek applications for the citizen representatives. Consideration should also be given to
having the Committees / Commissions to make recommendations to the City Council for any
representation by those bodies. Once organized the Committee would meet as needed with
the goal of review by the Planning Commission in July and presentation to the Council at the
August work session.
