The proposed site is along Scandia Trail (Highway 97), within the Agriculture District and the Shoreland Manageinent District. The proposal includes splitting the Church property of 40.5 acres off from a 70 acre parcel. A minor subdivision is not required because the two resulting properties exceed the miniinum acreage and road frontage standards that trigger a minor subdivision. The expansion reyuested in this application would include an auditarium that would seat 600 people, plus supportive spaces for the auditorium. A second proposed expansion area is shown on the plan, but is not part of this application. In September, 2006 the applicant presented the request informally to the Planning Commission and City Council. It was later presented in January, March, and April of 2007, when the Council approved a text amendment to the City's Shoreland Ordinance to allow places of worship within the Shoreland District with a Conditional Use Permit. EVALUATION OF THE REQUEST The Planner's Evaluation of the ReQuest is as Follows: Conforntance witli ConZprel:e�zsive Pla�z a�zd City Code--Preserving Rural Clzaracte�• The City's Comprehensive Plan and Code of Ordinances indicate a priority to preserve the rural character of Scandia. The Applicant presented the preliminary design for the proposed expansion to the Planning Commission and Council in September 2007, and received comments on the design. The comments are consistent with the goals of the Comprehensive Plan. The City indicated that its goals for the site design included the following: • Maintain the rural character of the community. • New developinent should look like it belongs in the existing landscape. • New development in the Agricultural District should reflect the forms of the existing agricultural buildings in the area. • Growth and development are desirable, while seeking to maintain a healthy environment, vigorous economy, and a vibrant community. • Encourage design that maintains a definite rural feel and appearance. • Architectural design should respect the historic character of Scandia. • Encourage architectural design and landscaping for non-residential projects that compliment the rural character of Scandia. • Preserve the scenic views and vistas while ensuring a scenic road system consistent with the rural character of the township. • Building designs that are compatible with the historic character of the area and landscaping that restores the natural rural character of the area while contributing to the rural character of Scandia as a whole. • Site planning should reflect a careful identification and preservation of the natural resources and scenic qualities on the site and in the surrounding area. • The use of a variety of roof lines and heights along with the use of materials and colors that will help to integrate any new development into its existing surroundings. The plans provide a sketch of the proposed structures. The structures include some elements that are consistent with the rural architectural fonns, such as gable roofs, red color, and paned window design. The Scandia Planning Co�nmission Page 3 January 30, 2008 Willowbrook Community Church buildings are arranged as a "cluster"of buildings connected by glass walkways, which may reference a cluster of fann buildings. However, a number of design elements are not consistent with the character of typical buildings or building clusters in Scandia, and will not help the buildings to appear that they belong in the existing landscape: • Large parking lot at the front of the buildings, which would not be typical of fanns, rural residences, historic churches or the historic Town Center in Scandia. The appearance is similar to commercial parking lots designed for suburban areas. It does not preserve or provide a "scenic vista" that is consistent with the rural character of Scandia. • Lineal arrangement of the building fa�ade with large glass areas. This, too, resembles a row of shops rather than a cluster of rural buildings. • Roof line and materials of the auditorium structure. A good example of how to design parking and cluster a group of non-residential buildings to maintain the historic, rural character of Washington County is provided by the Stillwater Public Works Facility, at 3325 Boutwell Road. This site was designed specifically to meet the same goals that Scandia is seeking for buildings in the Rural and Agricultural areas of the City. The Public Works site is constrained by wetlands like the proposed Willowbrook Church site, but has been designed successfully with parking at the rear of the facility, and with several large and small structures clustered around a central area, as in a historic farmstead. The Stillwater Public Works Facility also maintains historic rooflines, colors and materials throughout, even on the largest structures. The fa�ade along Boutwell Road resembles a cluster of rural or agricultural buildings. Prelimiizary La�idscape Plaiz a�zd Scree�zing Requireme�zts A preliminary landscape plan has also been submitted for the proposed project. A detailed landscape plan that meets the City's requirements should be submitted for review. The plan should be consistent with the requirements of Sections 9.11 and 9.12 of the City's Zoning Regulations. Initial comments on the draft plan includes the following: • The plan includes some native tree and perennial species. However the overall design is more typical of urban or suburban parking lots and commercial areas than a landscape designed to reflect a rural character or create rural views. • A fonnal landscape design is indicated at the entry to the parking lot and within the parking lot. It reinforces the non-rural look of the site area that will be most visible. • Many of the grasses and perennial flowers included with the plan are not native species, and one (Miscanthus) is invasive. Native species or horticultura] varieties of native species could easily be substituted for the non-native and invasive species. • The site provides opportunities for restoration of native prairie and savanna areas, or other plant coin�nunities that are native to the Scandia area. Incorporation of such plantings should be considered in the design. � The City's ordinance requires landscaping be installed to buffer Places of Worship from adjacent residential land uses and to provide screening. The screening may include plantings, ar benns with plantings. While clusters of trees are provided at the corners of the parking area and a small benn is Scandia Planning Commission Page 4 January 30, 2008 Willowbrook Community Church indicated on the east side of the parking area, this landscape plan does not buffer or screen the Church and its parking areas from adjacent uses. • The final landscape plan will need to provide detail regarding the number, species and size of plant materials included in the landscape plan, and meet all of the requirements of the City's ordinance. S/toreland Area Requi�•enients The City amended its Shoreland Management Regulations to allow places of worship within the Shoreland Overlay Zone in 2007, based on a request from Willowbrook Church. Ordinance No. 104 indicates that Places of Worship are permitted with a Conditional Use Permit within the Shoreland Area, with the following requirements: • The minimum lot area required is 20 acres above the Ordinary High Water(OHW) level. • The property must have frontage on a City or County Collector or Minor Arterial. � The miniinum setback from the OHW level is 500'. • Off-street parking areas shall not be located within the OHW level setback. • The required wetland setback is 20 feet from the delineated edge, or 75 feet from the ordinary high water level of the wetland. � Maximum impervious surface coverage is 25%of the lot area. In addition to the Shoreland regulations specific to Places of Worship, all other Shoreland Management District regulations apply, including wetland setbacks, lake shore and wetland vegetative buffers, limitations on impervious surface coverage, and limitations on vegetation and topographic alternations at the lake shore. The review of the proposed site plan indicates the following: • The total site area is 40.5 acres, of which an estimated 37.5 acres are above the OHW. • There are approximately 14 buildable acres (area above the OHW excluding wetlands and required setbacks). • The property has frontage on Scandia Trail (County Highway 97). • The Utility Plan indicates the 500' Shoreline Setback, and that the septic system and proposed structures are outside the setback area. Parking areas are also outside the OHW level setback. � Wetland setbacks of 50 feet from the delineated edge are shown on the site plan. • The total impervious area is 9.2%of the lot area. The proposed plan meets the shoreland management zone requirements. Buildi�ig Setbacks For the front yard setback, the Minor Arterial setback of 150 feet from centerline or 75 feet from the right-of- way(whichever is greater) applies. The required building setbacks within the Agricultural Districts are 20 feet at the side and 50 feet at the rear of the lot. The proposed plan ineets the setback requirements. The Development Code excludes church spires from the maximum height requirement, but the rest of the structure must comply with the maximum 35' requirement. Feizcing No pennanent fencing is proposed on the project plans. Access Site access is proposed from a driveway on Scandia Trail North. The driveway access must be approved by Mn/DOT. There is an existing road easement at the north end of the property, extending from 213th Street. No connection is proposed to the existing 213th Street. Because of the traffic associated with a place of worship, the Planner finds it appropriate that no connection be made. Traffic The Applicant provided a traffic analysis that estimated traffic to and from the site on Sundays and weekdays. The Average Daily Traffic estimated is l,775 trips on Sundays, and 442 trips on weekdays (in both cases 50%of the trips are entering the church property and 50% are exiting). The Planner reviewed the data provided by the Applicant, and found that the trip generation data and rates are consistent with Institute of Traffic Engineers (ITE) standards and the totals were calculated correctly. The estimate appears to represent a peak event or"worst case" scenario, so typical events or Sunday traffic may generate less traffic than the level projected in the analysis. The plans and application have been submitted to the Mn/DOT Regional Office for review of the proposed turn lanes on T.H. 97 (Scandia Trail). Parkiiig The City Code requires that Places of Worship provide 1 parking space for each three seats, or each five feet of pew length. The parking requirement is based on the maximum design capacity. The current congregation includes 450 persons, and requires 150 parking spaces. The proposed Auditorium expansion will include seating for 600 people, which would require an additional 200 parking spaces. The combined required parking would be 350 spaces. The plan for the proposed initial building and site sho�vs 215 parking spaces, which exceeds the City's requireinent for parking for the initial phase of church develop�nent. The City's code requires additional parking for the proposed auditorium expansion plan. Ligl:tiiig No lighting plan was included with the application. The Applicant will be required to provide a lighting plan that meets the City's requirements. It will be critical that the lighting plan be appropriate to the rural character of the site and its surroundings Surface Water Issues The site drains to Gennan Lake, and is within its Shoreland Area. The site plan has been forwarded to the Carnelian-Marine St. Croix Watershed District for review and comment on surface water issues. A wetland delineation has been provided for the property, and was reviewed by Jyneen Thatcher of the Washington Conservation District. Jyneen indicated that she requested minor changes to the delineation, which have been made. She recommends that the City accept the delineation. ACTION REQUESTED: The Planning Commission can: 1. Recommend approval as written; 2. Modify and recommend approval; 3. Recommend denial if it is found that the request is not consistent with the Comprehensive Plan and not in the best interest of community; 4. Table the request. PLANNING STAFF RECOMMENDATIONS: The proposed plan meets some requirements of the City's Code for issuing a Conditional Use Permit. However, the proposed plan does not address many of the design issues raised by the City's Planning Commission and Council in an earlier, infonnal review. The plan does not include the required landscape plan and lighting plan. The City has been clear in its direction that the site protect and enhance the rural character of the City, and the proposed design has not responded to this direction in some key areas. The Planner recommends tabling this request, to allow the applicant to redesign the site layout to better respond to the City's direction, and to complete other application requirements, such as a detailed landscape plan and lighting plan. The City should extend the review period an additional 60 days, to May 17, 2008, to allow the Applicant to address the identified issues and requirements, and allow for incorporation of comments from MnDOT and the Watershed District. Since April of 2007 we have been working to develop a church design that wiil respond to the design goals of the City. We have been asked to consider a variety of issues and in order to better understand what the City would require of Willowbrook we put together an outline of Scandia's design goals for the community to aid in this process. We presented our preliminary design solution to you informally at the September 2007 meeting and the response from the Planning Commission and City Council was very favorable. The Scandia design goals listed are taken from your letter to the church dated May 7,2007 regarding the church design,from the DVD you gave to us titled"The Dollars and Sense of Preserving Community Characte�",from your Comprehensive Master Plan,and from our August 16,2007 meeting. The position of the building on the site will preserve the German Lake shoreline in its current condition and the park.ing area is divided by a boulevard and screened by landscape berms to accentuate the horizontal nature of the landscape rather than cars that may be parked there. The landscaping will be designed to meet the requirements of the Development Code. The landscape plan describes our intent for the landscaping but.will be developed in greater detail after the Conditional Use Permit is approved. After approval of the C.U.P we will design an east and west bound turn lane on Highway 97 for the drive entrance of the church. The turn lanes will follow the MNDOT design standards show on the attached detail sheet Figure 5-3.01 C. The exterior lighting will be designed to meet the requirements in the Development Code and will seek to minimize glare, obtrusive light and artificial sky glow by using lower and more fixtures and by limiting light that is misdirected or unnecessary. A church sign will be design�ed in the future to meet the requirements of the Development Code with the location to be determnined in the future. The church will also have a cross that will compliment the style of the architecture and not exceed the 35 foot height limitation. I am not sure if I will be able to be at tonighYs meeting, so I am forwarding my concerns to you. Please consider the following concerns if the Willowbrook development is approved: Lic�.ht Pollution I ask that the church and parking lot have minimal lighting and that lighting should be pointing down, not out or up. An example of really bad lighting resulting in unneressary light pollution is a similar church complex located on Highway 36 just west of Lake Elmo Avenue (County Road 17) as you're heading east on 36 (on the south side of Hwy 36). The parking lot and church lighting lights up the night sky and can be seen well before you can see whaYs being lit. The lighting points up and out and just assaults the night sky. It looks like lighting for several car dealerships and it can be seen for a long distance. This lighting is on even when the parking lot is completely empty! It probably makes it difficult for even God to see what's going on there. Please consider minimizing lighting—there's already enough light pollution from unnecessary yard lights in the area. Paved Areas It appears from the plan I received that the parking IoUG�aved areas will be located on the south side of the church. Please also minimize the paved areas/parking lots to avoid runoff damage to German Lake. Please consider that some of the parking area be left unpaved for a time and then study the impact of the paved areas before approving further paving. Desiqn The proposed design is okay but the structures are so large that I fear the complex will be a blight on the landscape. I would prefer to see a design that blends iri with the landscape, perhaps more of a prairie style, or ideally an earth sheltered design for at least some of thE� structures (perhaps the proposed future additions).
