Deadline/Timeline: N/A Background: • Preparation of a pavement management plan was recommended by the Capital Improvements Committee in 2007, and included in the 2008 budget. The budgeted amount($20,000)was determined from an estimate provided by Bonestroo. • Since the paving of gravel roads began in 1989, Scandia now has invested in over 60 miles of paved roads that will require ma.intenance. Some of the older streets are showing the need for significant maintenance work or even reconstruction. The pavement management plan will help the City plan for the right type of work at the right time,provide an objective method to help set priorities, and help us identify financing options and anticipate costs for our future budgets. The plan can then be updated periodically to serve as a tool for yeazs to come. • The proposal they submitted would not exceed$9,800, and could be completed by the end of June,2008. This timeline would work well with the budget cycle for 2009. Recommendation: Two possible options for the next step would be: 1) accept the proposal from Bonestroo and authorize them to proceed,or 2) direct staff to obtain additional proposals from other engineering firms. Bonestroo's proposal is a reasonable fee,partly because they have already accumulated a great deal of the roadway inventory, and have a lot of knowledge of existing road conditions, as a result of their other Page 1 of 2 03/13/08 work for the city. However, if the Council would like to consider other firms and obtain other opinions and evaluations of the city's road system, this would be an opportune time to do so. I would expect that the cost would be greater, as additional work hours would be needed to prepare the inventory. It could also delay the work past the June 30 timeline proposed by Bonestroo. The City has made significant investment in roadway improvements over the past several years and initiating a defined pavement management program will help the City best manage their investment effectively. Identifying roadway conditions, selecting the correct maintenance program and procedures can add several years to the effective lifecycle of the roadway while reducing cost. The Pavement Management Plan is a tool,for:the Gity,Administrator, City Council, Engineer, Capital . Improvement Committee and Public Works staff to use to determine annual budgets, schedules for maintenance and reconstruction priorities. We have prepared a scope of services for a pavement management program as we discussed at our meeting on February 13, 2008. The following key issues will be identifie�in the pavement management program: 1. Preparation of a roadway inventory—(The roadway inventory prepared for GASB reporting can be utilized for this task,with some modification) - Use existing City mapping to determine roadway centerline length with breakdown by noteworthy intersections. - Identify roadway width from record plans, aerial photo, or field measure, as practical. - Identify bituminous roadways by year of initial pavement. - Identify gravel roadways. 2. Prepare a systematic roadway condition rating - Use PASER(Pavement Surface Evaluation and Rating)system. This system is very commonly used and the system rates streets numerically: For example, a pavement rating of 1 would indicate the pavement as being a failed condition and a rating of 10 being exceJlent condition. Pavements rated between 4 and 10 would generallybe maintainable through sealcoat and overlay programs. Ratings between 0 and 3 would generally require reconstrudion. ' St.Paul St.Cloud Rochester Milwaukee Chicago City of Scandia Page 2 Pavemeni Management Progrem and Report March 72,2008 - Rate individual roadway segments by visual observations, rate by known conditions(for example newly paved surfaces would not need a visual obseNation), rating by age of roadway (some old roadways that are known to be in poor condition because of continual maintenance, and source of complaints). - Field review select roadways that we may not have observed recently in our day to day activities. 3. Define roadway priorities - Identify roadway needs based upon condition rating: o Maintenance needs o Reconstrudion needs - Prioritize roadway based on identified needs: o Maintenance needs o Reconstruction needs - Prepare a schedule of roadway priorities over a 20 year lifecycle. 4. Cost alternatives—Maintenance and Reconstruction practices - Prepare costs for maintenance program such as: o Crack route and seal o Sealcoat o Bituminous patch o Bituminous mill/overlay - Prepare costs for reconstrudion program such as: o Full depth bituminous reclamation with bituminous re-surfacing o Full depth street reconstruction with subgrade correction and subsurface drainage 5. Prepare a report that describes the maintenance and reconstruction activities, defines the condition rating system, considers an average condition rating index the City should attain, and a schedule for performing the work. Generally, the roadway lifecycle would be over a period of 15 to 25 years, depending on annual budgeting and financing methods. We estimate fees for preparation of the Pavement P!lanagement Plan and report to not exceed $9,800. Enclosed is a copy of our fee estimate by task for your information. We are ready to begin work upon City authorization and should have a draft plan by June 10, 2008, and final plan completed by June 30, 2008.
