Re:
WCD Annual Contract
Background:
The City has been contracting with Washington Conservation District to provide technical
services related to the administration of the Wetland Conservation Act for a number of years.
In 2013, Exhibit B was also added to address monitoring requirements at the Zavoral Mine and
Reclamation site.
The current contract expires at the end of the year so a new contract for 2015 is being proposed.
Issue:
Should the City approve the 2015 annual contract with WCD for WCA activities and Zavoral monitoring?
Proposal:
A copy of the proposed contract is included in your packet. It proposes to cover similar tasks next year as
were covered in 2014.
The contract would run Jan. 1-Dec. 31, 2015 unless terminated earlier by 30 days notice of either party.
WCA duties include technical assistance for two wetland applications, administrative assistance in
processing those applications and miscellaneous duties related to wetland permitting that may occur.
Zavoral monitoring proposal is based upon this year’s AOP requirements. Should the Council change
those requirements in February, an amended agreement could be executed.
Fiscal Impact:
The estimated costs for the Wetland Conservation Act (WCA) duties are $2,275. This is based on an
If two
estimate of two wetland applications being reviewed, which is consistent with past practice.
wetland review applications are processed for the City and three hours of miscellaneous work is
completed in 2015, the City would be charged $2,275. Most of this would be reimbursed by the
applicants.
Any services provided beyond those described above would be billed at an hourly rate of
$78/hour. Any additional costs would be set forth in an amendment to the contract.
The cost of the Zavoral monitoring would be about $29,870 and they City would be reimbursed
by the applicant.
Options:

2) Amend and then Approve the contract
3) Do not approve the contract
