7.a)1) Staff Report-Pack 173 Ice Fishing Contest Special Event Permit Staff Report Date of Meeting: December 16, 2014 To: City Council From: Judi Negus, Office Assistant Re: Special Event Permit for Scandia Cub Scout Pack 173 Ice Fishing Contest 2015 Background: City Ordinance No. 119 requires a Special Event Permit for any “outdoor gathering of at least 100 individuals whether on public or private property, assembled with a common purpose for a period of one hour or longer but may not exceed twelve hours in duration…” The City Council may place conditions on the approval of the permit that may pertain to any of the following: a) Location and hours during which the event may be held; b) Sanitation/availability of potable water; c) Security/crowd management; d) Parking and traffic issues; e) Emergency and medical services; f) Clean-up of premises and surrounding area/trash disposal; g) Insurance; h) Lighting; i) Fire service/safety; j) Temporary construction, barricades/fencing; k) Removal of advertising/promotional materials; l) Noise levels; m) Alcohol consumption; n) Notification of residents or businesses; o) Any other conditions which the Council deems necessary. Issue: Should the Council approve a Special Event Permit Application for Scandia Cub Scout Pack 173 Ice Fishing Contest 2015 on Saturday, February 7, 2015 from 1 p.m. to 4 p.m.? Proposal Details: This is the first year for this ice fishing contest to be promoted as a Vinterfest event. The ice fishing contest would be sponsored by Scandia Cub Scout Pack 173 and held on Goose Lake. There will be a $10 registration fee for each participant with 50 percent of the proceeds to benefit Vinterfest and/or Lilleskogen park. The contest is limited to children under 15 years of age. A copy of the Special Event Permit Application is included in your packet. The applicant has not yet paid the $25 permit application fee. Staff has made this a condition of approval. Cub master, Lisa Pothen, for Scandia Cub Scout Pack 173, will be at the meeting to answer your questions about the event. Fiscal Impact: N/A Options: 1) Approve the Special Event Permit Application with the following conditions:  The event shall be held on Saturday, February 7, 2015, from 1 p.m. to 4 p.m. as recommended by the Parks and Recreation Committee at their December 1, 2014 meeting.  Provide the $25 permit application fee. 2) Approve the Special Event Permit Application with different conditions. 3) Do not approve the Special Event Permit Application.
