6.b) Path ProposalSCANDIA To: Scandia Park Committee From: Adam Hawkinson, Director of Public Works Date: 2-4-19 Re: Path Connection — T -Ball Field to Community Center Background: It was suggested by the PRC in 2018 that an informal pathway be created to connect the T - Ball ballfields to the Community Center through the property connection that was over grown by brush. It became apparent that a connection would be beneficial to allow citizens to have access to other recreation opportunities near the field. As an example, in 2017 a KUBB tournament was held during Vinterfest and the connection would have been very beneficial to participants and onlookers. The PW department mowed an area that connects the two areas and stays above the wetland area but it is rough and has many brush stubbles protruding from the ground. Issue: Staff would like the Parks Committee to support the connection and spend capital funds to purchase the products and services needed to create the section of pathway proposed. Proposal: Pictures and aerials of the site are included at the PRC meeting along with this report. The path would be constructed during the winter to connect the T -ball field and the Community Center at the NW corner of the T -ball property. By constructing the majority of the pathway in the winter we minimize any impact to the T -ball field play area and gain valuable time in the spring to help establish vegetation. To minimize the impact near the wetlands and to keep maintenance costs at a minimum, most of the path would be maintained as a turf area. The gravel portion of the pathway would be about 50'- 60' in length, go over the culvert, and be feathered down to turf grade at the north and east ends. The culvert would divert water from the neighboring property and the swale between the T -ball field and the neighboring property. Materials and labor needed are: 1- culvert, 10-12 bio -logs, seed blanket, gravel without clay (blue trap rock), some contractor work for excavation and setting the culvert. Pulverized soil would need to be brought in for establishing vegetation on the edges of the pathway during a dry period in the spring. PW works staff could haul in the gravel fill and do final path edge vegetation preparations and establishment to help save some costs. With PW assistance there is an opportunity cost of taking the PW department away from other tasks. Fiscal Impact: If PW helps haul and does the final soil, seed and blanket of the edges — cost would be about $3,500.00 Contracted all out - cost about $5,000.00 with material and labor costs Options: 1. Approve support of spending capital funds to create the path connection by using an outside contractor. 2. Approve support of spending capital funds to create the path connection by using both inhouse staff and the contractor resources. 3. No recommendation Recommendation: Staff recommends option #1 T -ball Field path connection segment to Community Center — presented 2-5-19 Costs: Culvert section, class V gravel to cover culvert, bio -logs for sediment erosion control - $2,500.00. About $5,000 if a contractor were to do the project. Staff can install the path saving the City some funds.
