9.e) Staff Report-2015 Step Chart Staff Report Date of Meeting: December 16, 2014 To: City Council From: Kristina Handt, City Administrator Re: 2015 Step Chart Background: The Council adopted a compensation policy in July 2013. The policy includes a step pay system for each position with the starting pay being 70% of the highest step for each position. The policy also calls for annual review of the plan to ensure it is meeting the goals. The step chart has not been adjusted since its adoption. The Consumer Price Index for all Urban Areas (CPI-U), all items has increased at least 1.5% since the formation of the step chart in 2013. Issue: Should the step chart be adjusted in 2015 for non-represented employees? Proposal Details: Included in your packet is a resolution to adopt a new step chart in 2015 for non-represented (non-unionized) employees. A 1.5% increase was applied to each step to account for the increase in CPI-U. Since members of the public works department have petitioned to unionize, the City is prohibited from changing any wages, hours or working conditions. Therefore, the maintenance worker position has been removed from the chart and current pay levels will remain in effect. Fiscal Impact: The proposed increases have an impact of approximately $3,700 in the categories of wages, FICA, Medicare, and PERA.
